This vacancy is only open to 1) current permanent city employees serving in the City Planner civil service title or 2) on leave from the title or 3) permanent employees in or on leave from a comparable title or 4) employees who are reachable on the City Planner civil service list (Exam No. 1112) or a comparable civil service list.
The mission of Environment and Planning (E&P) at NYC Parks is to plan resilient and sustainable parks, public spaces, and recreational amenities, build a park system for present and future generations, and care for parks and public spaces. This position will work within the Data Systems and Analytics team of the E&P division. The team is responsible for creating tools and applications, developing, and maintaining enterprise asset management systems, making reports and dashboards, and conducting analytics for 200+ people that focus on forestry and natural area operations, management and conservation.
Major Responsibilities
- Under supervision, with latitude for independent judgment and initiative, assist with the oversight and development of technical and planning solutions, including mapping and data analysis, in support of natural resources and forestry planning, management and operations.
- Lead the planning, designing, and developing of innovative, cross-functional solutions to drive strategic decision-making for ecological planning and restoration activities.
- Conduct applied research and complex data analysis through collaborations with multi-disciplinary teams of planners, scientists, engineers and stewardship specialists.
- Prepare maps, reports, dashboards, visualizations, and related analytical products for high-level reports, presentations, and communications to internal and external stakeholders including executive-level staff.
- Coordinate and oversee the collection, documentation, storage, maintenance, and dissemination of data relevant to division staff; manage metadata and other technical documentation.
- Oversee the development and implementation of standard policies and procedures for using ESRI products and environments; facilitate training to provide expert guidance on best management practices for working with spatial data.
- Liaise with technical stakeholders at Parks ITT to administer the division’s ESRI infrastructure, including managing accounts, permissions, access and implementing best management practices.

MOVEMENT IN THE FACE OF CIVIL SERVICE LISTS IS PROHIBITED UNDER CIVIL SERVICE LAW.
1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or
2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.
Special Qualification Requirements
Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
1. Proven experience writing advanced SQL queries and stored procedures including common table expressions, nested queries and spatial SQL. 2. Demonstrated experience working with geospatial data and the ESRI suite of products. 3. Experience using business intelligence tools such as PowerBI or Tableau. 4. Experienced in writing reports and presenting findings to key stakeholders on data analyses. 5. Excellent communication skills.
