Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.

Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

Program and Program Description:

The Center for Health Equity & Community Wellness (CHECW), a division of the DOHMH seeks to eliminate racial and other inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis, CHECW works to increase visibility of the harm perpetuated by centuries of racist, socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and healthcare systems in partnership with community, faith-based, and health care organizations. CHECW's work focuses on social determinants of health, including environmental and commercial determinants, and addresses both upstream and downstream factors to improve health and well-being of New Yorkers. CHECW is comprised of the Bureau of Bronx Neighborhood Health, the Bureau of Brooklyn Neighborhood Health, the Bureau of Harlem Neighborhood Health, the Bureau of Chronic Disease Prevention, the Bureau of Health Equity Capacity Building, the Bureau of Equitable Health Systems and the Bureau of Finance, Administration, and Services. The division's Deputy Commissioner also serves as the Agency's Chief Medical Officer

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Analyze, track and report on Division CTL and Grants PS and OTPS budgets and expenses while ensuring compliance with all city and grants rules and regulations.
Prepare and share CHECW Staffing Pattern Reports with CHECW HR Team and work collaboratively with Office of Budget Administration on resolving any Personnel Control System errors
Assist the Director of Finance on approving and managing budget, procurement, and fiscal activities, such as budget modifications, submission of encumbrances and purchase orders, payments, year-end accruals, journal entries, expense adjustments, etc.
Work closely with each bureau throughout the fiscal year to ensure resource maximization, expeditious procurement of goods and services required for programmatic activities, and timely payments to the vendors.
Perform financial analysis and forecasting exercises to make appropriate recommendations on funds availability; review budget proposals for New Needs, Division 1x funding requests, etc.
Work collaboratively with Executive Staff, Program Staff, Office of Budget Administration and Office of Grants Administration and Office of Claiming.
Perform other duties and projects as assigned.

Minimum Qualifications

1. A master's degree from an accredited college or university in economics, statistics, finance, management, business administration, public administration, public policy or related field; or

2. A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in one or more of the course areas of economics, statistics,
finance, management, mathematics, business administration, public administration, and public policy, 12 semester credits of which must have been in economics; and one year of satisfactory full-time experience in one or more of the
fields of finance; economic, fiscal or statistical research; policy analysis; or quantitative, business, market or financial analysis. Graduate semester credits in any of the areas described in "1" above may be substituted for the undergraduate
semester credits on the basis that each 3 graduate semester credits may be substituted for 6 of the required undergraduate semester credits.

To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one additional year of full-time experience listed in "2" above.

Preferred Skills

- Strong background in government or non-profit finance and/or budgeting. - Commitment to anti-racism, social justice, and equity. - High degree of proficiency in Excel and experience in data analysis using various external and internal Financial Management Systems (e.g. FMS, BMS, PECOS, OES, PAYRS, OAS) - Exceptional prioritization and time management skills with demonstrated ability to manage a diverse and high-volume workload in a fast-paced environment. - A self-starter, comfortable working independently as well as in teams. - Excellent interpersonal, communication, presentation, and research skills
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
