The Office of Technology and Innovation (OTI) oversees all Citywide technology, privacy, cybersecurity, infrastructure, and telecommunications to ensure the security of, and enhance, City operations and service delivery to New York City's residents, businesses, employees, and visitors. As the City's technology and innovation leader, OTI is responsible for operating, maintaining and securing IT infrastructure and systems that touch every aspect of City life from public safety to human services, from education to economic development crossing the full spectrum of governmental operations.

The successful candidate will serve as the Senior Executive Director for Public Safety Technologies reporting directly to the Deputy Commissioner for Public Safety & Emergency Management. The Senior Executive Director will provide the day-to-day leadership and management pertaining to the technology implementation and support of citywide public safety information technology.

Primary responsibilities will include but not limited to:
- Oversee the management of technical teams involved with the day-to-day management of Public Safety technologies;
- Implement practices and policies governing Public Safety technologies;
- Manage overall IT models applied to all areas of the Public Safety Technology portfolio;
- Develop and execute strategies that improve Public Safety technology reliability, up-time and resiliency that meet mission-critical standards;
- Provide technical leadership and oversee senior level technical managers;
- Manage and deliver technical data and related reporting for management;
- Oversee Public Safety IT vendors;
- Oversee the planning and development of a comprehensive technical strategy including staffing, budget, technology upgrades, modernization and PSIT vendor management;
- Manage special Public Safety IT projects and initiatives as assigned.


SHIFT:
Due to the necessary technical management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or nights/evenings.

Minimum Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.


Preferred Skills

The successful candidate should possess the following: - 5+ years of IT management experience in public safety emergency communications technology - 5+ years of leadership experience in first responder radio communications including networks, infrastructure, and technologies experience in overseeing large public and/or private organizations engaged in the deployment and sustainment of public safety telecommunications technologies - 8+ years of infrastructure management experience - Experience managing technical staff responsible for design, implementation, operation and/or support of Public Safety technologies - Expertise in 911 telephony and related Communication and IT Infrastructure - Experience managing technologies of a Public Safety Answering Center - Ability to manage and coordinate technical resources, activities and events in a mission critical environment - Demonstrated experience working with technical and nontechnical staff - Outstanding collaboration and team building skills - Strong written and verbal communication skills - Excellent analytic, organization, presentation and facilitation skills - Ability to manage multiple tasks under tight deadlines and - Ability to interface with level management, including preparing and giving /senior level presentations.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
