The NYC Department of Design and Construction’s Division of Project Controls is seeking a Level 2 Estimator (General Construction) to support the Job Order Contracting Services (JOCS) program. Reporting to the Senior Project Controls Specialist within the Cost Controls Unit, the selected candidate will be responsible for the end-to-end development of job orders. This includes close collaboration with Program Unit designees and serving as the primary point of contact for contractors. Key responsibilities include evaluating client requirements, participating in joint scoping meetings, preparing drawings and cost estimates across general construction and specialized trades (mechanical, electrical, plumbing), reviewing contractor proposals, conducting proposal review meetings, and issuing work orders for registration. The role requires managing multiple concurrent projects (each with a 45-day completion window), coordinating time extensions and supplemental job orders, conducting job site visits to monitor performance, and ensuring compliance with JOCS procedures. The candidate will also be responsible for submitting weekly project updates to Unit Directors and monthly tracking reports via eGordian, collecting performance evaluations and completion certificates, and managing project close-outs. Strong administrative accuracy, time management, and prioritization skills are essential. The role also involves supporting bid analysis, variance reporting, schedule reviews, and risk management.

ESTIMATOR (GENERAL CONSTRUCTIO - 20122
1. A four-year high school diploma or its educational equivalent and seven years of full-time satisfactory experience in general construction estimating; or
2. Education and/or experience equivalent to "1" above. Undergraduate college credit can be substituted for experience on the basis of 30 credits leading to a baccalaureate degree from an accredited college in civil engineering, civil engineering technology, architecture or architecture technology for one year of experience, up to a maximum of four years of acceptable experience. Full-time satisfactory experience in civil engineering or architecture will be credited on a year for year basis up to maximum of five years of acceptable experience. However, all candidates must have a four-year high school diploma or its educational equivalent and two years of full-time satisfactory experience in general construction estimating.
The ideal candidate will have extensive experience working with architectural and construction drawings, with a strong ability to read and interpret construction documents and specifications. They should be skilled in using eGordian software for cost estimating across general construction and various trade disciplines such as mechanical, electrical, and plumbing, as well as experienced in cost estimate reconciliation, bid variance analysis, and developing construction schedules. The candidate must demonstrate excellent organizational, interpersonal, problem-solving, analytical, written, and verbal communication skills, with the ability to facilitate meetings and workshops, work collaboratively in a team environment, and maintain strong client orientation. Proficiency in Microsoft Office, especially Excel, is required.
