Job Description
NYCHA IT Infrastructure and Operations (I&O) unit serves as the backbone of the Information Technology division. The unit ensures the Housing Authority has a strong, stable and secure technology environment that enables the business to deliver services to New Yorkers effectively and efficiently. I&O strives to use innovative ideas to optimize and manage its environment, implementing industry standard best practices and automated processes. The Systems Engineering team within I&O unit is responsible for supporting heterogenous systems (including UNIX, Linux, Windows, IBMi, virtualization, automation & cloud environments), improve system reliability and increase operational efficiencies. Reporting to the IT Systems Engineering Team in the I&O unit, the Windows systems engineer is responsible for systems design, planning, installation, operations, maintenance, and upgrades to Windows systems in physical, virtual and cloud environments.
The I&O team seeks a highly motivated individual with the following specifications to lead the ongoing modernization of our critical Windows infrastructure. Responsibilities will include, but are not limited to the following:
- Oversee a team of Windows and End User Computing engineers.
- Serve as a lead Windows systems engineer providing technical services related to system installation, configuration, administration and ongoing maintenance of Windows infrastructure.
- Perform Windows OS and VM administration on VMware vSphere, Azure cloud and virtual desktop infrastructure environments.
- Perform OS upgrades, patching, break fix, change management and automation of repetitive tasks using power shell or other scripting language.
- Perform proactive monitoring of the environment and respond to Windows systems alerts and incidents and ensure that issues are handled in timely manner.
- Maintain operations and software configuration management platforms.
- Provide reporting on system resource utilization and alerting for capacity planning and trend analysis.
- Provide user and technical support services supporting server, application and database migrations, high availability, disaster recovery and business continuity efforts.
- Develop, maintain, and enforce Windows systems best practices, standards, and policies to improve system availability and operational efficiencies.
- Collaborate closely with cross-functional teams, including network engineers, security specialists, Application and Database administrators on tasks and projects ensuring seamless integration of solutions.
- Analyze, develop, and recommend plans and solutions to operational, management and business critical infrastructure services including hardware and software activities and associated problems, and utilize effective leadership skills to implement such plans and recommendations.

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
- 7+ years of hand-on experience administering Windows 2008/2012/2016/2019 server - Forest, Domain trust, AD, DFS, DNS, WINS, DHCP, Group Policy and desktop environments. - 5+ years of hands-on experience designing and administering Microsoft System Center Operation Manager, Microsoft System Center Configuration Manager, and Microsoft Intune. - 3+ years of hands-on experience administering Nerdio integrated Azure Virtual desktop environment. - 3+ years of experience in working in a Hybrid Multi-cloud, Active Directory, Entra ID, Azure, AWS and OCI. - Expert troubleshooting skills in a Windows 2012/2016/2019 environment - Event log analysis, installation, and administration of Windows Server 2012/2016/2019, including user setup and defining roles, performance tuning, backup and restore, security monitoring, registry and AD scripting. - Hands on experience developing and tuning automation scripts using Microsoft Command Line Interface, PowerShell, Python and/or Ruby. - Strong level design and administration experience on Windows 2012/2016 server - Forest, Domain trust, AD, DFS, DNS, WINS, DHCP, Group Policy, Distribution lists, Windows folder security, and IP filter. - Deep understanding of cloud architectures on Azure, and/or OCI. - Strong knowledge and of experience architecting complex large-scale systems incorporating packaged and custom applications. - Strong knowledge and experience across business, security, application, information, integration, UX and infrastructure architecture domains. - Strong interpersonal skills and ability to work well in a team environment.
