DCAS’s Division of Energy Management (DEM) leads the City’s efforts to reduce carbon emissions from government operations. Our goals are to reduce greenhouse gas (GHG) emissions 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Additionally, DEM is tasked with completing work related to the City’s other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works toward achieving the above goals by managing the City’s utility accounts, developing the City’s annual utility energy budget; helping our agency partners identify and pursue energy-saving opportunities at their facilities; leading energy efficiency and distributed generation projects across the City’s portfolio; and helping implement operations and maintenance best practices.

The Senior Energy Analyst will work within DEM’s Energy Supply unit, under the guidance of the Director, Energy Budget and Billing, but in extremely close coordination with DEM’s other units.

The selected candidate will be charged with responsibilities including, but not limited to, the following:

1. Energy Data Analysis | Provide insights from utility data and relate to site operations by engaging end-users and facility managers. Generate site and portfolio reports from data management systems regarding energy consumption and analyze properties within the portfolio for trends and anomalies in energy consumption.

2. Energy Utility Management | Provide support to the Director, Energy billing and budget with engaging local electric and natural gas utilities to resolve account issues and ensure consistency and accuracy of meter data.

3. Energy Policy Analysis | Track applicable utility policies, rate cases, and industry trends and provide insights on impacts to the citywide portfolio of accounts. Support clients in achieving efficiency, sustainability, or electrification goals through cost, consumption, and policy analysis.

4. Energy Cost Management | Support in developing strategic portfolio-level plans, projects, and programs to drive performance improvement, optimization, or operational efficiencies. Assist with the generation of energy utility budgets and tracking applicable commodity markets for impact to the citywide energy portfolio.
