Job Description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

HRA/General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA’s various social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations. GSS plays a major role in HRA emergency preparedness.

The ideal candidate must be a highly creative individual who is abreast of the latest developments within their field, with the ability to develop innovative solutions to problems. This individual must be able to communicate their technical ideas in a clear manner, both visually and verbally; work on numerous tasks concurrently; be self-motivated, proactive, flexible; and meet project deadlines in a fast pace evolving environment.

The candidate would, under direction but with great latitude for the exercise of independent judgement or action, perform highly difficult and technically complex work as an engineering specialist in electrical engineering.

GSS/ Facilities Operations’ (FO) Bureau of Space and Design (BSD), Division of Architecture & Engineering (DAE) is recruiting for an Electrical Engineer II to function as a Senior Electrical Engineer who will:

- Serve as a consultant on major engineering matters.

- Conduct or directs a significant portion of research on very complex and important engineering projects.

- Prepare original proposals and reports of a complex nature.

- Serve as team leader on a project of great technical complexity or with potential impact on Agency engineering operations and or infrastructure.

- Design and prepare plans and specifications for new construction, alteration, or repair of building electrical systems, including power distribution, lighting, standby/emergency power, fire alarm, communication, and security systems.

- Perform electrical calculations, equipment selection, equipment specification, system design, system layout.

- Ensure projects are designed with maximum resource efficiency and sustainable building practices, including that Electrical scope on projects provide the most cost-effective design and construction.

- Conduct field investigations for electrical system problems at facilities and provides thorough and complete engineering reports with recommendations for appropriate actions.

- Review consultant’s designs, calculations, and specifications of existing and new systems and makes complete evaluations with recommended action.

- Work closely with agency staff, consultants, other governmental representatives, landlords, and contractors in seeing that project objectives are recognized and attained.

- Participate in construction administration activities, such as: Conduct periodic site visits to construction sites and attend construction meetings. Respond to Requests for Information (RFIs).
Review shop drawings submitted by Contractors. Review and submit recommendations on pending change orders. Participate in substantial completion inspections and prepare detailed punch lists of items which must be corrected by contractor(s).

- Interpret relevant Building Code to non-technical staff.

- Sign and seal engineering and other official documents.

- Oversee the development of the unit’s quality standards and procedures


Minimum Qualifications

(1) Four (4) years of full-time, satisfactory experience in electrical engineering work; and
(2) A valid New York State Professional Engineer’s License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.
A masters degree in electrical engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the electrical engineering experience required in “1" above.


Preferred Skills

- New York State P.E. License - Strong Computer Skills, including proficiency in AutoCAD, Revit, Bluebeam Revu, Microsoft Office applications. - Thorough understanding of the National Electric Code, NYC Electrical Code NYC Energy Conservation Code, LEED compliance requirements. - LEED certification is a plus
