The New York City Human Resources Administration/Department of Social Services (HRA/DSS) provides temporary help to individuals and families with social service and economic needs to assist them in reaching self-sufficiency via essential and diverse programs/services, including temporary cash assistance, public health insurance, Supplemental Nutrition Assistance Program (SNAP), job training, employment plans/support, childcare, eviction prevention services, adult protective services, domestic violence assistance, HIV/AIDS support services and child support enforcement.

Career Services is comprised of four (4) units who work cohesively to effectively carry out its core mission. Career Services is comprised of the following units: Provider, Client and Business Services, Education and Youth Services, System Innovation and Engagement and Contracts, Budgets and Special Projects.
The Procurement and Contract Monitoring and Compliance Units, located under the purview of Contracts, Budgets and Special Projects is responsible for managing all procurement related activities such as procuring contracts for providers and vendors, performing timely annual and ad hoc monitoring activities, conducting site visits for each vendor to monitor compliance with local, state, and federal laws and regulations, conducting record reviews and completing Passport Performance Evaluations, as required by MOCS.
Career Services is recruiting to fill one (1) Administrative Staff Analyst NM-II to function as the Senior Director of Career Services Procurement and Contract Monitoring and Compliance Divisions who will:
Under the general direction of the Assistant Deputy Commissioner and with latitude for independent judgment, action and initiative, the Senior Director is responsible for providing leadership and management of the Procurement and Contract Monitoring and Compliance Divisions.
Oversee the operations and program design of the Procurement and Contract Monitoring and Compliance Divisions through a team of directors, and staff through a provision of leadership, administrative guidance; identifying, implementing and coordination of strategies than enhance operational workflows and effectively increase competence in work performance to achieve departmental goals and compliance with Procurement Policy Board (PPB) and Agency rules regarding contracts for program initiatives.
- Responsible for overseeing and initiating the annual and ad hoc administrative audits on vendors as well as those who have compliance vulnerability and risk. Monitors and reviews the implementation of the Director’s corrective action plans for the resolution of compliance issues in a timely fashion.
- Liaise with State and Federal officials regarding audits and special projects. Works with the Bureau of Internal and Vendor Audits (BIVA), ACCO’s office and the Office of Legal Affairs (OLA) and Mayor’s Office of Contracts (MOCs) on actions required to address provider and vendor risk such as suspicion of fraudulent activity, continuous operational and performance deficiencies, interruption in service delivery, and concerns regarding vendors/providers integrity.
- Collaborate with key Career Service and HRA staff in developing and implementing operational workflows, audit tools, program monitoring, policies and procedures, and data collection techniques to meet operational goals and reporting obligations.
- Prepare executive operational reports and dashboards that include key performance indicators, metrics analysis and summaries, reports of staff assignments and effective management of all vendor and provider contract actions as well as special project assignments.
Salary Range: $ 103,497-$148,895

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- Experience in a government, nonprofit or human services setting. - Experience working with contracts/contracted vendors. - Strong knowledge of the procurement process. - Excellent written and verbal communication skills. - Ability to handle multiple activities concurrently - Advanced proficiency with Microsoft Office, particularly advanced knowledge of Excel. - Experience conducting fieldwork and supervising fieldwork staff. - Strong leadership skills with the ability to train, manage, and develop a team. - Excellent analytical and problem-solving skills. - Motivated and willing to learn new skills and take on special assignments. - Project management experience is a plus.
