The NYC Public Engagement Unit (PEU) identifies and executes proactive strategies to connect New Yorkers to key City services and resources. PEU is pioneering a new model for government that meets New Yorkers in their communities to proactively connect them to key City services. PEU uses innovative technology, outreach methods and case-management strategies to help individual New Yorkers and make New York City a better home for all New Yorkers.
PEU is recruiting for one (1) Senior Director of Program Development who will report directly to the Director of PEU.
Responsibilities for the Senior Director of Program Development will include, but are not limited to:
- Performing very complex and responsible analytical and coordination work related to the
development and implementation of housing and healthcare programs designed to preserve
and upgrade neighborhoods.
- Developing housing and healthcare programs requiring the formulation and implementation of new
procedures and guidelines.
- Participating directly in complex negotiations with representatives of other government agencies,
community groups, elected officials and other affected parties related to the implementation of
housing and healthcare programs, acting as the Department's liaison in these meetings and
negotiations.
- Serving as a technical resource person providing guidance to other staff in specialized housing
and healthcare areas; resolving complex and/or unusual problems in these areas.
- Training staff on the implementation of new housing and healthcare outreach programs.
- Identifying new organizing technology that PEU can leverage to streamline its outreach work,
particularly related to landlord outreach and tenant support.
- Providing strategic guidance and support to other City agencies related to outreach initiatives
and special projects.
- Supporting the development and execution of program evaluation and strategic plans for PEU’s
outreach teams.
- Partnering with city agencies, elected officials and community-based organizations to engage New
Yorkers on housing and health-related issues.
- Monitoring and analyzing incoming data to determine possible impacts on programs and making
critical resource allocation decisions.
- Collaborating with the rest of PEU’s Senior Staff, including Communications, Data, and Employee
Management leadership, to design and implement programs, policies, and procedures.
1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or
2. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or
3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.
- 5 years of experience with 3+ years of large-scale community, government, labor, or political organizing. - Experience working with community stakeholders such as nonprofit partnerships. - Commitment to using data to inform continuous improvement and decision-making. - Pursuit of growth and achieving excellence. - Enthusiasm and a commitment to helping solve housing and homelessness issues and/or interest in social services in New York broadly. - Flexible and creative in their approach to making plans and leveraging resources. - Results-driven and self-motivated. - Flexible and demonstrated ability to take on varied assignments and meet deadlines. - Skilled in building strong coalitions and engaging a wide range of stakeholders. - Excellent communication, research, and analytics skills.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
