NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

DOF’s Tax Policy & Data Analytics Division reviews, analyzes, and evaluates existing and proposed policies and legislation that affect the Department of Finance and New York City in general. This includes analyzing the revenue and distributional impacts of proposed changes to the tax system, monitoring and reporting on tax and parking revenues, working with local and state public agencies and private sector interests to promote improved tax administration, and advising the commissioner, Executive Office, and the New York City Office of Management and Budget on revenue and budgetary issues. The Tax Policy and Data Analytics Division is also responsible for all modeling and data mining for DOF’s Audit Division. Tax Policy also prepares briefing and position papers on tax policy and issues a variety of public reports and newsletters on tax-related issues.

Tax Policy is seeking a Senior Director with extensive knowledge of information technology in computer applications programming and systems programming, including strong quantitative and programming skills, to provide administrative oversight of long-term data-driven research projects.

Reporting to the Executive Director, and Deputy Commissioner of Tax Policy, the selected candidate’s duties and responsibilities will include, but are not limited to:

- Lead on PIT modeling of any City, State, Federal proposal that would impact New York City. Produce ad-hoc analysis requested by Senior Management, and detail additional impacts, or other technical considerations of such proposals.
- Be the Agency's conduit to other City Agencies, New York State and Federal tax representatives.
- Enhance our new network relationship mapping which provides Audit, Enforcement, and the Sheriff's Office with graphical depictions/reports of the complex ownership networks affiliated with their investigation targets.
- Supervise long-term research products and prepare summary presentations for senior management. Examples include PIT migration studies and mining 1099 data to understand the gig economy.
- Supervise data scientists and policy analysts, assisting with coding and data analysis.
- Coordinate and oversee projects related to requests for analysis, ad hoc studies and new initiatives for real property transfer tax, mortgage recording tax and various tax expenditure programs.
- Prepare and supervise the production of presentations and DOF monthly and annual reports, including real property transfer tax report, mortgage recording tax report, and the annual tax expenditure report.
- Provide administrative oversight of long-term data-driven research projects; perform computer applications programming to process, and combine and analyze various tax, audit, and other data.
- Direct and perform complex applications programming to perform information processing. Specifically, data extracts must be processed into a comprehensive IT system that can be leveraged to answer multi-dimensional policy questions.

This position will require employees to have access to Federal Tax Information (FTI) and is subject to an additional background investigation before appointment. The candidate(s) will be required to pass the FTI background investigation as a term and condition of employment.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.

ADMINISTRATIVE STAFF ANALYST - 1002E


Minimum Qualifications


1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills


- Extensive knowledge of PIT and PTET data, associated forms, and the interaction between City, State and Federal tax provisions. - Extensive experience leading numerous large and complicated projects in the field of tax policy. - Strong programing skills in SAS or other coding languages. - At least five year's experience defining projects, setting timelines, and ensuring quality control protocols are met. - Experience developing and giving highly technical presentations to senior City officials. - Experience defining projects, setting timelines, and ensuring quality control protocols are met. - Broad familiarity with other New York City Taxes, as well as the legislative and budgetary processes. - Familiarity with Tax Policy & Data Analytics reports, both internal and published reports, such as Report on Tax Expenditures. - Knowledge of macros/subroutines is essential.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
