Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Organizational Development & Human Resources (OD&HR) is the Agency’s internal consultant/partner on organizational culture change and human resources matters for a workforce of approximately 6,000 employees. We identify and respond to employee relations issues, staff development needs, and current and strategic talent requirements. We collaborate with the Agency’s executive staff, employees, managers, employee representatives, employee affinity groups, and other City agencies to develop sustainable policies, procedures, and practices. OD&HR ensures our operations is staffed with the best qualified, developed, and engaged employees. The Sr. Director of Performance Optimization will report directly to the Deputy Commissioner for Organizational Development and Human Resources. In this capacity, the selected candidate will manage a professional staff of four and the Bureau’s OTPS and PS Budgets. This position is critical for ensuring that Bureau change management initiatives are realized which will result in the continuance of process improvements that ultimately will result in operational efficiencies and high-performance customer service delivery to Agency bureau partners as well as external candidates seeking employment with the Agency.

Specifically, this position will be responsible for:

- Assessing, developing, and overseeing a program of organizational design, process optimization, and digital transformation projects that support ODHR’s strategic goals and objectives.
- Directly managing ODHR’s IT team, supervising one Director and three technical support staff.
- Create project governance documents to ensure related Bureau initiatives to ensure that projects have a structured approached and milestones are kept on target.
- Interacting closely with Director of HR and ODHR’s individual units to update, standardize and reduce redundancy of workflows and related required documents for all areas of personnel management; lead and execute business process redesign work.
- Lead and execute business digital transformation projects.
- Overseeing and maintaining ODHR’s OTPS and PS budgets to ensure that hiring, promotions, and procurement activities comply with Agency standards and are made with the Bureau’s budget. Interacting with DEP Budget on all related ODHR matters.
- Leading Agency succession planning efforts for bureaus under the CFO’s directorate including directly working with Workforce Development and Training Unit and making all decisions relative to training requirements needed to implement initiative

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above;


Preferred Skills

- Deep familiarity in IT and/or IT solutions with deep domain knowledge of Cloud platforms, SaaS, APIs and other data integration technologies - Experience in establishing KPI (Key Performance Indicators) for digital transformation and performance measurement - Experience in building business case and tracking and reporting on ROI to executive leadership as it relates to mission or business outcomes - Proven project manager skills and experience to establish and lead cross-functional business teams, related shared services teams, and technology vendors - Proven experience in leading digital transformation initiatives within the public sector or a large organization and extensive project management experience - Extensive knowledge in the areas of strategic planning and process improvement - At least 5 years experience in high level project management and implementation

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
