The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operation budget of $3.3 billion and over 11,000 employees who manage and maintain 311 developments that house about 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to about 200,000 additional people.

NYCHA’s Learning and Development Department delivers and provides service coordination of training and professional development for NYCHA employees to do their jobs safely and effectively. We are currently seeking a Senior Director to support the VP of Learning and Development with management of NYCHA’s agency-wide training curriculum, and support and development of the Learning and Development team - working closely with department heads to ensure training and professional development needs are met. Job duties include supervising managerial staff of three departments and overseeing existing training facilities and those to be built.

Key Responsibilities include, but are not limited to the following:

- Co-Develop, implement, and enforce compliance of an agency standard procedure to govern all NYCHA training activities across all delivery methods.
- Oversee three training and administration departments and supervise three managerial-level direct reports; co-construct the Operations Technical Training department and provide leadership and structure in initial development stage.
- Oversee facilities management of multiple training centers throughout New York City and oversee project management on new training centers under construction.
- Collaborate with federal oversight partners to ensure trainings meet regulatory standards.
- Maintains records of training and development activities, attendance, assessment results and license requirements.
- Evaluates program effectiveness through assessments, surveys, and feedback.
- Prepares and implements training budgets; maintains records and reports of expenses.
- Hires and assigns instructors/trainers and contractors to conduct industry-specific training and development.
- Maintains knowledge of the latest trends in training and development.
- Performs other related duties as required.

Note: Travel to NYCHA field locations for site visits, meetings, and trainings as needed is required for this position

Minimum Qualifications

1. A four year high school diploma or its educational equivalent, plus eight years of supervisory experience in the operation, repair and maintenance of large tenanted buildings; four years of which must have been in responsible charge of properties
having not less than seven maintenance and operations employees and at least 18 months of which must have been in an administrative capacity; or
2. Education and/or experience which is equivalent to "1" above. However, all candidates must have at least four years of experience in responsible charge of properties having not less than seven maintenance and operations employees, at least 18 months of which must have in an administrative capacity.


Preferred Skills

- Familiarity with building maintenance operations including, heating, elevators, pests, waste and/or emergency management - Detail-oriented and persuasive verbal and written communication skills - Dynamic presentation skills and experience delivering to executive-level, frontline and external stakeholders with appropriate tone for each audience - Adept at managing competing priorities with proven project management skills - High-level proficiency with Microsoft Office Suite and related e-learning software - Motivational leader who fosters a growth mindset culture and can scale innovation across a growing division and public agency Preferred Qualifications - Bachelor’s or master's Degree in public administration, education, or a related field preferred, with other education management and training experience. - Ten or more years of managerial experience.
