The Senior Director of Applications and Tenancy Administration oversees the department’s operations and ensures the efficient and fair management of vacancies, waitlists, new admissions, and transfers within the New York City Housing Authority (NYCHA). This role requires a deep understanding of public housing policies and regulations, as well as the ability to implement and enforce fair housing practices.

The Senior Director will lead efforts to enhance operational efficiency, ensure compliance with local, state, and federal regulations, and improve service delivery for applicants and residents. Additionally, the role involves collaborating with internal and external stakeholders to develop and refine policies that align with NYCHA’s mission to provide safe, stable, and affordable housing for low-income families. This position reports to the Senior Vice President for Public Housing Tenancy Administration.

Key Responsibilities:
- Lead and manage all administrative, personnel, and operational functions of the department, including staff assignments, productivity monitoring, training, and budgeting.
- Oversee initiatives to enhance service delivery in alignment with agency and departmental goals.
- Ensure full compliance with all applicable local, State, and Federal regulations governing NYCHA’s waitlist, new admissions, and transfer processes.
- Maintain and oversee the integrity of the Public Housing Program waiting list.
- Serve as a liaison with key stakeholders, including management, staff, applicants, residents, and external partners.
- Develop and implement strategies to improve efficiency and transparency in vacancy management and tenant placement.
- Perform other duties as assigned.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, responsible, full-time experience in a government agency or business firm involved in housing or real estate management assisting an executive in directing the administration of a large organizational segment or directing or coordinating the administration of several small organizational segments or performing any appropriate combination of these duties, at least 18 months of which must have been in a responsible administrative, consultative, managerial or executive capacity; or
2. Education and/or experience equivalent to "1" above. However, all candidates must possess the 18 months of administrative, consultative, managerial or executive experience described above.


Preferred Skills

1. Deep housing or public administration experience, including in-depth knowledge of federal regulations related to public housing admissions. 2. Proven leadership managing 75+ employees and driving operational efficiencies. 3. Extensive knowledge of NYCHA’s admission policies and procedures for public housing. 4. Proven experience in data forecasting. Desired Skills 5. Strong decision-making skills with the ability to drive results through strategic planning, program implementation, and policy evaluation. 6. Proficiency in managing human, financial, material, and information resources effectively while maintaining public trust and advancing the organization’s mission. 7. Excellent communication, negotiation, and advocacy skills to engage with internal and external stakeholders in high-pressure environments. 8. Ability to oversee and analyze organizational challenges, develop solutions, mitigate risks, and implement effective recommendations. 9. Strong data analysis, reporting, business planning, project management, and communication competency.
