The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for regulating for-hire transportation in New York City, including taxis and for-hire vehicles such as Uber and Lyft. TLC licenses about 175,000 drivers, 115,000 vehicles, and 1,000 businesses, which together transport about a million passengers a day, making TLC the most active for-hire transportation regulatory agency in the world with oversight of a key component of the city’s transportation network. With the introduction of new apps and technologies, TLC is on the front lines of a rapidly changing mobility landscape and our innovative efforts--whether requiring minimum pay for app drivers, ensuring wheelchair accessible service, making our licensed fleet more environmentally sustainable, working to eliminate traffic fatalities, or preventing discriminatory service--often serve as a model for other cities.
We are looking for a highly motivated Senior Data Analyst to join our Data Analytics Unit within the Policy Division. Among other datasets, we regularly receive trip data for every taxi and for-hire vehicle trip in New York City. This immense data includes detailed information on passenger wait times, geographical coordinates for pickup and drop-off locations, trip times, passenger costs, and driver pay. With data on about a million trips a day that has now been collected for years, our team is incredibly data driven.
We are seeking to add a new member to our team who is a self-starter and is excited to work with big data to drive important policy decisions to benefit passengers, drivers, and all New Yorkers. This individual will be integrated into ongoing projects within our team such as traffic congestion, fare regulation, vehicle electrification and charging infrastructure, traffic safety and Vision Zero, driver pay, the use of emerging technologies, and shared rides. The Senior Data Analyst will work closely with those in the Data Analytics Unit and the Policy Research Unit to answer a variety of questions on the for-hire transportation industry utilizing internal and external data sources.
The Senior Data Analyst will perform the following tasks:
- Conduct statistical analysis and produce maintainable and reproducible code to inform policy.
- Collaborate with the rest of the data and policy research units on short- and long-term projects.
- Mentor other team members.
- Manage complex data projects.
- Present to senior staff and outside stakeholders.
- Liaise with other departments to identify useful data sources and potential for collaboration.
- Work with agency leadership from a variety of backgrounds to produce quality data analysis.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
- Possess of an experimentational mindset to explore, compare and develop data models in order to produce robust, and actionable analysis. - Excellent research, writing, and verbal communication skills and effective problem-solving skills. - Experience writing SQL queries to extract meaningful data for the purpose of answering small and big questions. - Thoughtfulness about ensuring data accuracy and quality assurance. - Prior experience using Python and/or R to read and transform large amount of data and deliver clean and well-organized code. - Experience working with a version control tool and maintaining thorough data documentation. - Passionate about analyzing big datasets to inform policy in government or public service. - Attention to details, solid foundation in conducting data cleaning and Exploratory Data Analysis. - Solid foundation in statistical and predicative analysis. - Willingness to learn new technologies. - Creativity about exploring alternative data sources and conducting feature selection. - Experience automating data pipelines using: SQL/Python/R scripts. - Collaborative mindset. - Proficiency in machine learning methods such as Random Forest, Logistic Regression and Linear Regression is a plus.
