Reporting to the Deputy Agency Chief Contracting Officer, with latitude for independent initiative and decision making, performs work of moderate difficulty in purchasing goods, services and/or construction, and in processing procurement documents and contracts.

The Senior Contract Specialist duties will include but are not limited to:
- Perform contract management and compliance/performance monitoring duties and ensure work is performed in a timely manner and in compliance with applicable federal, state, and local
regulations. Contract management and compliance monitoring duties include, but are not limited to, perform/supervise financial tasks in Agency and City systems, perform/supervise
solicitation and contract procurement tasks in Agency and City systems, perform/supervise risk assessments, develop/perform/supervise provider trainings, draft/implement/monitor corrective
action plans, and evaluate, document and report provider performance in Agency and City systems;
- Provide coaching and supervision to direct reports. Monitor, analyze, and report on all aspects of the work, including but not limited to, procurement workflow, budget utilization, vendor
compliance, trends, and contractual performance. Participate/supervise in the collection, quality assurance, retention, analysis, interpretation, and presentation of data;
- Serve as a liaison to the Agency’s program support divisions, including the Agency’s Chief Contracting Office (ACCO), Management & Budget Office, the Office of Legal Matters by answering
questions clarifying programmatic and funding requirements related to complex contracting and fiscal actions, to ensure compliance with NYC Procurement Policy Board Rules and Agency
procedures to facilitate the timely delivery of contracted goods and services;
- Perform risk assessments and reviews. Summarize and report any problems or potential areas of concern. Develop, communicate, and monitor internal/contractor corrective action plans
and/or enhance reviews. Attend meetings, trainings, conferences, and workshops as directed
- Perform and ensure that special projects are completed as assigned.

HOURS/SHIFT
Day - Due to the necessary duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.


Preferred Skills

The preferred candidate should possess the following: Advanced proficiency and knowledge of various systems such as PassPort minimum of 5 years’ experience with Financial Management System (FMS), Microsoft Office applications minimum 5 years’ experience with fiscal-related activities and contract management management experience including delegation, oversight of deadlines and operational systems, including staff supervision ability to assess impact of policies and procedures and plan proactively to ensure systems can efficiently support initiatives strong communication skills and staff training

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
