The successful candidate will serve as a Senior Contract Compliance Officer, reporting to the Agency Chief Contracting Officer within the Management and Budget Division.
Responsibilities will include:
- Monitor internal processes for OTI’s contract manager staff; develop and maintain internal procedures to realize process efficiencies;
- Supervise or Execute Contract Compliance Administration, including processing Vendor Performance Evaluations, DLS and Vendor Name Checks;
assist in contract compliance, including, the Subcontractor approval process, Local Law 63, Local Law 1, Prevailing Wage and proof of
Contractor Insurance compliance program;
- Oversee, monitor and conduct complex information technology procurements for OTI and City agencies;
- Coordinate and establish citywide IT services and maintenance contracts;
- Review and develop specifications for City, State and Federal procurement methods, including, but not limited to requests for proposals, project
definitions, and invitations to bid;
- Coordinate and oversee pre-bid conferences, vendor presentations, and vendor site visits;
- Prepare contract registration documents;
- Oversee vendor selection, evaluation and contract award;
- Participate in contract negotiations;
- Update procurement data collection systems;
- Initiate change orders, renewals and extensions as required;
- Provide assistance to project managers in coordinating their contracting and contract compliance needs;
- Interact with oversight agencies, other City agencies and vendors; and perform other related duties as required;
- And perform special projects and initiatives as assigned.
HOURS/SHIFT
Day - Due to the necessary duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

The preferred candidate should possess the following: - Detailed knowledge of all procurement rules and procedures including the Procurement Policy Board Rules, NYS Office of General Services, Federal Acquisition Regulations and the NYC Comptroller's Office - Experience with information technology and professional services contracts proficient use of vendor information systems. The preferred candidate should possess the following: - Experience in contract administration, financial management or procurement especially familiarity with information technology related purchases - Working knowledge of FMS and PASSPort a plus - Strong knowledge of Microsoft Office products such as Word and Excel - Knowledge of Adobe Acrobat/PDF - Excellent written and verbal communications skills - Team player who works well with technical and non-technical resources - Ability to make decisions independently or with instruction
