The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

DEP’s Green infrastructure program designs, constructs and maintains a range of Green Infrastructure assets that collect stormwater from streets, sidewalks, and other hard surfaces before it can enter the sewer system or cause local flooding. By reducing the amount of stormwater that flows into the Sewer System, green infrastructure helps prevent Combined Sewer Overflows and improves the health of local waterways.

The Bureau of Environmental Planning and Analysis at the New York City Department of Environmental Protection is seeking an Associate Project Manage for the NYC Green Infrastructure Maintenance Program.

Under direction of the Director for the On-site Green Infrastructure Design and Construction, supervises staff and activities of the Construction Management Section for Green Infrastructure (GI) projects in NYC.

The Construction Management Section responsibilities include construction oversight (inspection and documentation) for GI projects built by DEP, construction audits of GI projects built by DEP partners (DDC, DOE and EDC) and the DEP sewer use regulations enforcement. The Senior Construction Manager will lead a group of DEP inspectors responsible to observe, inspect and document construction progress, quality, safety, workmanship and conformance with contract documents and applicable codes. Additional responsibilities of the Construction Management Section include procurement and management of construction contracts and coordination with other DEP Bureaus and interagency partners.

Typical responsibilities of the Senior Construction Manager will include:
- Lead and coordinate field inspections for capital construction contracts for on-site or Right of Way Green Infrastructure.
- Prepare and submit reports to the Director relative to project schedule and cost updates.
- Participate in construction progress meetings with contractors, consultants and other agencies.
- Provide assistance to resolve construction related issues to maintain projects budget and schedule.
- Prepare cost estimates and assist in the negotiations for outsourced construction management services.
- Coordinate with other agency personnel, e.g. DOE/SCA to receive project input and document decisions.
- Lead and coordinate inspection audits to measure contractor’s performance during construction of green infrastructure projects implemented by other agencies
- Lead enforcement of compliance with the DEP sewer use regulations.
- Perform supervisory tasks: staff timesheet approval, leave requests approval, probationary and annual performance evaluation, etc.
- Coordinate with Design Engineer regarding field related issues.


Minimum Qualifications

Qualification Requirements
One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:
1. A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, architectural technology, landscape architecture, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or
2. A four-year high school diploma or its educational equivalent and five years of experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in “1” above to make up the equivalent of five years of education and experience. One year of experience credit will be given for (a) each 30 semester credits of college or university education leading to a bachelor’s degree from an accredited college or university in engineering, engineering technology, architecture, architectural technology, landscape architecture, business administration or public administration; (b)
a Masters degree from an accredited college or university in one of the disciplines described in “1” above; or (c) a valid New York State license as a Professional Engineer, Registered Architect, or Registered Landscape Architect.

Experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.

4. In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.

5. In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least two additional years of experience as described in "1" above in a supervisory capacity or have served for at least two additional years as a project manager for a large and/or complex construction project.


Preferred Skills

The Senior Construction Manager should possess the following: - Strong MS Office skills including Excel, PowerPoint - Ability to comprehend maps, graphs, and tables. - Two years of experience in managing construction and construction management contracts in the field of public infrastructure. - Basic knowledge of AutoCAD, GIS and ArcGIS preferred to perform for this job function. - Experience in Green Infrastructure performance as stormwater management systems - Excellent communication skills and leadership skills. Essential Skills: Experience in managing construction of public infrastructure projects from both the in-house design as well as outsourced engineering projects throughout the life cycle of projects including planning, design, procurement and design services during construction phases.
