The Senior Capital Project Liaison position supports DOT’s Street Reconstruction Capital Planning Unit within the Division of Budget & Capital Program Management (BCPM), while also serving as a crucial agency resource for outward-facing units that include the five Borough Commissioner’s Offices, the Intergovernmental Affairs team, and the Press Office. The Senior Capital Project Liaison serves as BCPM’s first point of contact for funding requests and capital project updates from elected officials outside of the Mayoral administration, including the offices of Borough Presidents, City Council Members, and various New York State officeholders. In this capacity, the Liaison is responsible for leading the agency’s annual Resolution-A funding solicitation process with local elected officials, as well as managing solicitations for discretionary State and Federal funding allocations in partnership with the agency’s Division of Grants and Fiscal Management. The position also coordinates the agency’s response matrices for annual community-facing budget exercises that include Participatory Budgeting, the Community Board Budget Requests, and the Borough Budget Consultations. The position requires a deep understanding of DOT's full range of work and plays a critical role in maintaining the agency’s positive working relationships with various outside stakeholders across different levels of government.
The Senior Capital Project Liaison contributes to the funding, planning, development, coordination, and tracking of community-focused street reconstruction and traffic improvement projects, particularly those funded by and/or advocated for by local officials. A core component of this work overseeing the agency’s tracking more than 500 Reso-A allocations totaling over $200 million in funding, more than half of which is associated with DOT priority programs that include Vision Zero, Public Spaces, Great Streets, and Select Bus Service. Reso-A is discretionary funding that the Borough Presidents and City Council members allocate to capital projects in their boroughs and districts to initiate or support local priority projects. As a component of the agency’s Reso-A tracking and utilization strategy, the Liaison may also project manage the scoping phase of capital contracts and/or street reconstruction projects, with an emphasis on those funded with local discretionary or non-City funding sources.
The Senior Capital Project Liaison acts as the primary budget liaison for agency updates to community boards, Government Affairs, the Mayor’s Office of Management & Budget, elected officials’ offices, and the City Council, including troubleshooting issues with funding and/or allocations in the DOT budget and responding to press and community inquiries. During the Participatory Budgeting and Fiscal Year Adoption Process, this position coordinates externally with community and elected officials as well as DOT's various internal divisions including Transportation Planning & Management (Bike, Pedestrian, Public Space & Transit Development) and Traffic Operations (Signals & Street Lighting). The Liaison assists senior agency budget staff and provides constructive feedback on community and elected official requests for capital street reconstruction projects based on need/appropriateness, planning studies, feasibility, available budget, and other potential funding sources. The role also coordinates various priority DOT programs including Vision Zero initiatives, Select Bus Service, Open Space/Plazas and Greenways with community members and elected officials.
The Liaison creates, maintains, and oversees the production of a range of reports and documents at different stages in the City’s annual budget cycle, including project solicitation packages, reporting for the City Council Budget hearing, grant applications, project justifications for funding requests from various stakeholders, and other tracking sheets. The role requires effective communication in these written work products, as well as a professional demeanor across a range of meetings to provide necessary information to internal and external stakeholders.

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
