Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

DIVISION/PROGRAM DESCRIPTION:
This position is eligible to for telework for up to 2 days per week.
This position would be within the Office of Strategic Operations and Performance Management (SOPM) in the Office of the Chief Operating Officer (COO). This office supports the overarching strategies of DOHMH, to foster organizational alignment with those strategies, and to supplement divisional capacity as needed. This office also coordinates strategic public health data projects related to agency operations and analyses for priority Agency initiatives. The Strategic Data Initiatives (SDI) Unit made up of 7 staff [1 Senior Director, 1 Director, 2 Data Scientists, 1 Salesforce Developer & 2 Senior Salesforce Business Analysts] is focused on leveraging technology and data products to meet the Agency’s goals more efficiently.
Position Summary: Under direction of the Director of Informatics, the Senior Business Analyst (Salesforce) role will coordinate with agency stakeholders to better understand public health programs and map those processes to the current Salesforce environment. Additionally, this role will serve as liaison between internal programmatic staff to build out new use cases and provide technical assistance as needed. These systems often involved rapid development, deployment, and support for new high priority initiatives. This person will need to collaborate with developers, analysts, and users to maintain the system as well as research potential new uses to inform the creation additional modules as needed. Additionally, this role will assist with the evaluation in the utilization, impact and gaps in the use of the public health initiative – Partners Connect. This will involve collecting data from internal and external stakeholders and develop a plan to improve the Agency’s public health systems. This will be shared both via presentations and in written/published products.
The Senior Business Analyst (Salesforce) will support the COO’s cloud-based software, Salesforce, which is used for over 100 different public health initiatives including several agency priority initiatives. This includes:
-Partners Connect: the agency’s partner management system for identifying, managing, and visualizing relationships and partner activity. This system is designed to facilitate bi-directional communication between the Health Department and its external community partners to promote the agency’s public health messaging. As such, the system supports a variety of key Public Health efforts including distributing major public health information announcements (e.g the City Health Information (CHI) bulletin and Health Alert Network (HAN)). Partners Connect also to facilitates condom distribution across the city. It’s instrumental in supporting the agency’s community engagement efforts in programs like, health education and PPE distribution, immunization programs including COVID-19 and Mpox, the enrollment of partners for the distribution of Health Bucks, violence interruption efforts and the collection and management of services information (e.g. vaccinations, naloxone in pharmacies, HIV/STI testing, etc.). This information is showcased on the NYC Health Map and Vaccine Finder for New Yorkers to easily locate where they access much needed services. This is also used to support other Agency and City priorities like HealthNYC and the Incident Command System (ICS).
- Initiative Manager & Performance Management Application: systems used to facilitate performance management and measurement providing real-time and ad-hoc reporting for the agency priority initiatives. These tools are essential for the agency’s leadership to have actionable data to enhance decision making.
Specific Duties will include but not limited to:
-Work closely and collaborate with other areas across the Agency to help support the implementation of the cloud-based software Salesforce to manage reports and analytics dashboards that capture data on external community outreach engagement and performance management systems in support of the promotion of multifaceted public health initiatives. Creates and maintains effective lines of communication and cooperation and joint efforts with these entities.
-Plan and execute activities to develop effective coordination between the research efforts of the agency and other research projects by working with public health experts, documenting workflows and translating those workflows in training materials and/or system documentation.
-Conduct a systems analysis for new programs and map the results of those analysis to the existing infrastructure.
-Communicate with complex public health workflows and requirements into a project plan.
-Communicate complex technical and data information to both technical and non-technical stakeholders.
-Work with program stakeholders to develop specific and measurable programmatic data indicators for their new use-cases.
-Conduct research to identify and recommend improvements to streamline processes and enhance system functionality.
-Lead project evaluation(s) activities to assess effectiveness and efficiency of processes and systems.
-Support the development and publishing of scientific articles and/or presentations.
-Provide technical assistance to public health programs using the system including developing reports, dashboards, and appropriately identify requirements for new technology builds.
-Quickly learn the current Salesforce environment and work with new public health units to adapt Salesforce usage in their current workflows.
-Lead discussions and meetings with stakeholders providing guidance, sharing best practices, and influencing process decision-making when necessary.
-Collaborate with cross-functional teams to integrate Salesforce with other program processes and/or systems, ensuring seamless data flow and process automation.
-Contribute to the processing, cleaning, and preparing of data for analysis and reporting.
-Develop data management procedures and protocols (e.g., data dictionaries, business rules) for monitoring data quality, identify issues, and work with program staff to resolve.
-As needed, create and present on reports for internal and external audiences.
-Configure Salesforce in the sandbox including but not limited to flows, objects, fields, layouts and community sites.
-Serve as one of the Salesforce administrators.

To be appointed to Assignment Level II and above, candidates must have:

A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

At least 4 years of experience as a Salesforce administrator or analyst is required. The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines. Excellent communication (verbal & written) and interpersonal skills. Strong analytical skills and ability to manage and report complex information. Experience with data collection, analysis and interpretation. Desire to grow professionally, develop new skills and willingness to work outside of comfort zone. Experience working with the public health sector and coordinating projects involving multiple stakeholders. Ability to prioritize and work in fast-paced environment with hard deadlines. Fluency in Microsoft Word, Excel, Outlook, and PowerPoint. Ability to understand the concepts of institutional and structural racism and bias and their impact on underserved and underrepresented communities, along with a demonstrated commitment to supporting communities who have experienced systemic oppression and bias (e.g. people of color, LGBTQ+ people, immigrants, justice involved persons, etc.).
