The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with more than 5,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City. DEP annually collects $3.8B in revenues, primarily through customer billing. These funds support DEP’s operations and its $31B Ten-Year Capital Construction Plan
DEP is currently seeking a mission-driven, dynamic and analytical individual to serve as a senior business analyst in the Commissioner’s Office. The successful candidate will report directly to the Senior Advisor to the Commissioner and will work closely with agency leadership and a small group of business and policy analysts to fulfill DEP’s mission and strategic goals. S/he will coordinate work liaising with multiple DEP business units such as the Agency Chief Contracting Office, Capital Budget Management Office, Engineering Audit Office, and the DEP engineering and operating bureaus.
THE SR. BUSINESS ANALYST WILL:
Analyze quantitative data across the agency, including operational key performance indicators.
Manage large data sets, execute data analytics, and formulate key findings and recommendations to drive strategic decision-making, which is aligned to organizational strategic priorities.
Diagnose and assess business needs, and business process and system inefficiencies.
Elicit and clearly document business and systems requirements; analyze and formulate recommendations for business process improvements; execute business process redesign.
Translate business requirements into user requirements for enterprise systems, database, or reporting solutions.
Provide project level analysis – producing project documentation (business requirements, scopes, use cases, workflow diagrams, future state proposals, implementation plans).
Synthesize information from staff across the organization into compelling, data-driven narratives.
Prepare agendas and minutes for meetings and track follow up actions across the organization.
Create communications and training materials.
Manage special projects, including those across multiple bureaus.
Support bureaus, as required, with project implementation activity.
Work in a standardized and consistent approach for analysis and project management, as directed by the program management office.
SUCCESSFUL CANDIDATES WILL:
Demonstrate excellent quantitative assessment of technical and complex material, critical thinking, and an aptitude for providing analysis under tight deadlines.
Bring a passion for data-driven analytics and decision-making.
Provide experience working on large scale projects, with strong project management skills and an ability to successfully manage multiple tasks.
Demonstrate a track record in communications, relationship building, and influencing for desired outcomes across complex, matrixed organizations.
Understand and negotiate needs and expectations of multiple stakeholders.
Excel in a team-oriented environment
Have a strong grasp of business functions such as procurement, budget (with understanding of financial fundamentals), IT and HR.

Qualified candidates will have a bachelor’s degree and 2+ years in business administration, finance, economics, engineering, or a related field.
Qualified candidates must be proficient in the full Microsoft Office Professional Suite, with advanced Excel skills (including macros) and experience in Visio and MS Project.
Understanding of the project lifecycle
Master’s Degree in business administration, finance, economics, engineering, or a related field 4+ years working in a business or operational analytics role, engaged in one or more of business/operational analytics and workflow design, enterprise systems development, business case development. 3+ years of managing projects / initiatives. Understanding of the engineering and construction industry Miro or similar workflow mapping software experience Database skills such as Access, SQL Analysis tools such as MS Power BI Lean Six Sigma or other business process analytics.
