Strategic Performance and Innovation (SPI) is the operational and analytical arm within the Office of Citywide Procurement responsible for information systems management, project management, program administration, and budgetary responsibilities, and is the center of innovation working to improve performance, increase efficiency, and realize productivity gains while aligning with citywide strategic goals, overall agency responsibilities, and policy initiatives.
DCAS seeks to hire a Senior Business Analyst within Strategic Performance and Innovation whose primary responsibilities involve overseeing the deployment of modules of a citywide procurement application (PASSPort) and the migration of master agreements from legacy systems to this new application. Duties include but are not limited to the following:
Manage ongoing maintenance of citywide master agreements in PASSPort.
Represent agency interests in cross-stakeholder meetings regarding designing, testing, and implementing additional functionality and enhancements in PASSPort.
Lead development of new procurement-related applications such as fuel pricing applications.
Manage a team of three in conducting change management, data analytics, and process improvement of department business and systems.
Collaborate with the line of service executive staff and Mayor’s Office staff to define the future state of city procurement via PASSPort and decommissioning of legacy systems.
Coordinate and plan activities related to vendor data collection, agency outreach, and technical implementation for PASSPort.
Conduct business analysis and process improvement activities for DCAS procurement operations, including managing requirements contracts in PASSport.
Meet with business decision stakeholders and end-users to discuss and define business requirements and system goals.
Translate business requirements to functional and technical designs/workflows.
Navigate current inventory data and system issues and articulate solutions to related challenges.
Prepare business processes, process flow analysis, business requirement documents, technical requirement documents, system end-user presentations, user stories, use cases, test cases, and issue log/risk logs.
Lead business/IT meetings and manage meeting minutes and action items.
Contribute to various meetings, including weekly strategy and planning meetings, IT solution meetings, warehouse logistic meetings, and procurement system meetings with diverse internal and external stakeholders.
Coordinate change management activities.
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.
Possess demonstrated fluency with the following (or similar) platforms/technology: CRM Dynamics, Salesforce, Procurement Systems/Operations, MS Project/MS Visio, Office suite, PowerBI, MS SQL. Knowledge of procurement practices, principles, terms and conditions, and contract law and City systems such as Financial Management System (FMS) and PASSPort. Possess experience and technical ability in policy analysis, writing, and communicating technical concepts to non-technical stakeholders a commitment to being a team player with strong communication skills and the ability to disseminate findings through written and verbal communication.
