Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Administration and Planning Division is responsible for managing and overseeing administrative and operational services for the agency. This includes the daily management of the Offices of Financial Management, Purchasing and Contracts, Operational Services, and Diversity and Inclusion.
The Office of Financial Management’s Budget Unit is responsible for developing, implementing, monitoring, and controlling the agency’s annual expense and capital budgets and making recommendations on how to maximize use of funds and ensure overall operations are within budget.
The Budget Unit seeks an experienced and analytical Senior Budget Manager to monitor and manage the agency's portfolio of critical and most complex OTPS budgets and revenue. Reporting to the Assistant Director, the ideal candidate will exhibit initiative, independent judgment, and outstanding analytical and problem-solving skills.
Responsibilities will include, but not be limited to:
-Serve as a mentor to Budget Managers, offering expert guidance and support on diverse and complex budgetary matters.
-Assist the Budget Office and agency leadership with oversight and financial management of critical revenue and OTPS budget portfolios requiring the highest level of accuracy.
-Ensure all budgetary functions and processes comply with the fiscal requirements of the city, State, and Federal governments.
-Coordinate communications with oversight agencies and internal divisions; manage timely responses to inquiries from the Office of Management and Budget (OMB).
-Lead the review, analysis, and tracking of complex budget projections, forecasts and commitments. Prepare comprehensive expenditure reports for assigned portfolios. Identify and analyze discrepancies between planned and actual expenses.
-Assist the Budget Office with preparation of various monthly OTPS budget reports and revenue and expenditure reports for Collection Agency (OCA) and Banking/Credit Card.
-Track, review, and analyze submitted New Needs for assigned budget portfolios. Ensure justifications, and requested amounts are accurate and adhere to agency requirements.
-Assist with the development of DOF New Needs requests for Financial Plan submission to OMB, including preparation and modification of forecasts, commitment plans, and ten-year financial plans.
-Reconcile and align agency funding with projected spending in the City’s Financial Management System (FMS) by overseeing and performing technical budget activities. These activities include processing budget modifications, preparing monthly variance reports, developing quarterly spending plans and managing other technical budget functions in the City’s Financial Management System (FMS).
-Prepare and compile financial reports and support information, provide guidance to divisions on all budget-related matters, conduct regular budget reviews, and maintain exceptional customer service.
-Serve as a liaison to OMB and Comptroller’s Office.
-Assist the Supervisor with complex budget analyses, handling special projects and other key tasks as needed.

ACCOUNTANT - 40510
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
2. A valid New York State Certified Public Accountant license.
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.
-2+ years of OTPS budget experience within a central Budget office. -Proficient knowledge of budgeting functions in the City Financial Management System (FMS) 2/3. -Intermediate level experience using Microsoft Excel, Microsoft Word, and other Office Suite applications. -Must be responsive, possess excellent customer service, written and communication skills. -Must be detail-oriented, accurate, and possess outstanding analytical and problem-solving skills.
