The Bureau of Budget within the Division of Finance wishes to hire a Senior Budget Analyst to perform duties as an Accountant II to oversee the agency’s budgets for Mental Hygiene.
Duties will include but not limited to:
Monitor spending for PS and OTPS budgets for assigned programs for compliance;
Oversee the application, implementation, modification, and closing out process for grants under Mental Hygiene;
Review budgets and budget modifications submitted by programs for grant and State Aid funding;
Research the programmatic implications of proposed policies, including identifying the impact to contracts, Personnel Services and Other Than Personnel Services budgets;
Assist in the development and implementation of new policies and procedures related to grant and State Aid funding;
Serve as Budget’s contact to oversight agencies at the City, State and Federal levels;
Assist in the preparation, review, and implementation of Grant award and State Aid notification letters;
Be responsible for ad-hoc reporting and analyses related to Mental Hygiene budgets and fiscal administration;
Provide high-level recommendations for senior management on assigned programs;
Coordinate with other Budget Analysts to complete the tasks outlined above;
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
2. A valid New York State Certified Public Accountant license.
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.
Proficient in Microsoft Office (Excel, Word, Outlook, etc.) Familiarity with City systems, including the city Financial Management System (FMS) and Health and Human Services Accelerator (HHS-A) Experience creating, reviewing, and tracking line-item budgets and project narratives for new programs
