The NYC Law Department is seeking to hire an a Senior Agency Benefits Coordinator, who will oversee agencywide initiatives as it is relates to employee benefits. The Senior Benefits Coordinator is an essential part of the Law Department team and a source for all benefits related inquiries. Reporting directly to the Chief of Personnel, the Senior Agency Benefits Coordinator responsibilities will include but are not limited to:

1. Perform supervision of the Benefits Coordinator and Part-time Benefits Clerk.

2. Serve as the Leave of Absence (LOA) Specialist and oversee the processing of various leave requests which include but not limited to: Family Medical Leave Act (FMLA), Paid Family Leave (PFL), Paid Parental Leave (PPL) and Special Leave of Absence (SLOAC).

3. Acts as the Agency Separation Coordinator and process all resignation and retirement request correspondence accordingly.

4. Conduct benefit orientation for new hires.

5. Responsible for maintaining employees' benefit files.

6. Work with the Benefits Coordinator to ensure employees have enrolled in city benefits or opt to waive city benefits.

7. Provide notification to employees of any change to City health plans and/or other benefit plans.

8. Answer City health benefits or other City benefits questions.

9. Coordinate Agency Blood Drives.

10. Notify employees of the Health Benefits open enrollment period to change health plans.

11. Coordinate quarterly seminars for Deferred Compensation Plans and NYCERS

12. Liaise with the Management Benefits Fund (MBF) regarding employee separations and reinstatements, process all correspondence accordingly.

13. Meets with employees on their retiree benefits, and responsible for processing retirement applications, and all related retirement documents.

14. Send all related paperwork to employees and oversight agencies timely.

15. Inform eligible employees of the Voluntary Defined Contribution program and assist them with completing the appropriate forms.

16. Acts as the agency’s Catastrophic and Dedicated Sick Leave Coordinator, process all correspondence accordingly.


Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.


Preferred Skills

Must be permanent in the Associate Staff Analyst civil service title or reachable on the promotional civil service list. Experience in working in related NYC Human Resource programs which include NYCAPS, PMS and CHRMS.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
