The Office of Citywide Procurement (OCP) develops, awards, and administers approximately 1,100 requirement contracts for goods and services on behalf of all City agencies, departments, boards, and authorities leveraging the City’s buying power and maximizing efficiencies by reducing duplicative work. Procures, on average, nearly $1.5 billion in goods and services for City agencies annually.
DCAS seeks to hire a Senior Analyst of Energy Contracts within the Agency Procurement Operations whose primary responsibilities include but are not limited to the following:
- Manage the entire end-to-end procurement cycle for all purchases, agreements, and contracts to ensure the City’s compliance with Local Law 97 (LL97) and the fulfillment of all required processes; serve as a liaison between agency business clients and vendors.
- Liaison between agency business clients and vendors regarding LL97 energy compliance and contracting.
- Coordinate with vendors on project plans and performance oversight on multi-million dollar sustainable and renewable energy projects, which are mission critical to the agency's commitment to fulfilling its LL97 Implementation Action Plan
- Liaise with the agency's Chief Decarbonization Officer and other senior staff to ensure contract specifications are correct at technical and operational levels.
- Review and prepare solicitations and proposals.
- Hold pre-bid conferences and respond to vendor inquiries.
- Maintain contact with vendors to manage the status and quality of orders and the progress toward contractual commitments; continually seek optimal value in service from vendors, reviewing and monitoring performance and return-on-investment metrics; and manage special projects and initiatives as assigned.
- Conduct qualitative and cost analyses to address procurement issues and provide corrective action plans to senior management.
- Research more cost-effective way to acquire goods, measure user satisfaction, and improve responsiveness to user requests.
- Attend management meetings and provide management reports.
- Act as a liaison to the Mayor’s Office of Contract Services (MOCS), the Office of Management and Budget (OMB), the Mayor’s Office of Operations, and the Comptroller’s Office on all procurement and contract matters.
- Perform other related duties.
