Under the supervision of the Deputy Director of Course Provider Administration, and with latitude for independent decision-making, the Course Provider Senior Analyst will oversee the approval and monitoring of institutions and organizations authorized to provide construction-related training to workers. These institutions are responsible for issuing Site Safety Training Cards, worker certifications, and licensee Continuing Education credits. The program currently manages 165 authorized providers and is expected to grow. The Senior Analyst makes recommendations to the Deputy Director along with executive management to obtain optimum efficiency in the utilization of staff and the program.

Responsibilities:
- Supervision: Supervise and guide a unit of analysts and staff members responsible for administrative tasks related to the Course Provider Program.
- Effective Communication: Communicate policies, procedures, and program requirements clearly to both internal staff and external stakeholders. Ensure providers and construction workers are informed of relevant codes and the requirements of accrediting bodies and government agencies. Oversee the collaboration of several parties for Industry informational sessions and representation of the Department.
- Application Monitoring and Records Management: Oversee the data monitoring, tracking, and management of program participants' applications and renewals, ensuring they meet all legal and procedural requirements. Review applications for accuracy and completeness, while tracking their status through to completion. Also manage the tabulation of data regarding applications, renewals, and denials.
- Data Maintenance: Maintain and update course provider tracking spreadsheets and quantitative data, specifically focusing on the pedigree information of the organizations.
- Platform Proficiency: Serve as subject matter expert for the Course Provider platform, Training Connect, and utilize it to manage program-related tasks and activities.
- Data Reports: Conduct comparative analysis and generate data reports to assess trends, track compliance, and check accuracy. Analyze trends in the course provider data to evaluate provider performance.
- Collaboration: Work collaboratively on cross-functional projects and tasks, supporting the Deputy Director of Course Provider Administration and contributing to the overall success of the program.
- Deputy Director Role Support: As needed, assume some of the roles and duties of the Deputy Director in their absence.

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
