The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS leads procurement transformation by leveraging expertise, innovation, and a results-oriented mindset to support equitable procurement through transparency, accountability, and efficiency.
MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.
MOCS team members operate in a collaborative, service-oriented environment, where flexibility and ability to achieve results are valued. Senior Analysts may conduct all duties relevant to analysts in their assigned division and demonstrate an advanced level of expertise. Senior analysts assume increased responsibilities and may train and provide ongoing support to other analysts. All MOCS analysts are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations, and will use modern technology software and hardware to complete daily duties. Analysts also collaborate with other team members to implement projects, help to maintain and/or analyze operational data, and interact with external stakeholders.
MOCS seeks to hire a Compliance Policy Senior Analyst to project manage inter-agency work on vendor compliance issues, including policy development, individual vendor issues, and agency training and development. As a member of the General Counsel Unit, and under the direction of the Senior Associate Director, Compliance, the Compliance Policy Senior Analyst will support the New York City Vendor Compliance Cabinet as the structure for inter-agency collaboration.
The specific responsibilities of this role include the following:
- Project manage and provide administrative support for the New York City Vendor Compliance Cabinet to develop and implement citywide policies for health and human services vendor management in coordination with stakeholders, including Mayor’s Office of Risk Management and Office of Nonprofit Services.
- Conduct stakeholder analyses to identify key groups impacted by change to develop tailored communications and engagement strategies.
- Conduct post-implementation reviews to assess the impact and effectiveness of the vendor compliance change.
- Provide guidance and support to vendor compliance cabinet on change management best practices in coordination with MOCS Change Office.
- Plan the agenda of each monthly meeting in collaboration with the GC leadership team and MORMC.
- Coordinate monthly meetings, develop and circulate pre-meeting materials including agendas, create presentations for meeting topics, record minutes and follow-up actions, and communicate periodically with members to identify priorities and concerns that should be added to the agenda.
- Provide research support and coordinate stakeholder input for policy proposals from agencies, oversights, and vendors.
- Write quarterly reports summarizing Cabinet activities for City Hall leadership.
Consult with agency staff on vendor compliance issues, including:
- Receive vendor concerns from agencies and follow procedures to document issue and do further research as necessary.
- Coordinate meetings and communication with multiple agencies as needed to understand the scope of the vendor issue.
- Communicate with vendors as appropriate to obtain additional information
- Document procedures and collaborate with other MOCS teams to integrate vendor issue flagging into new vendor integrity procedures.
Support policy implementation citywide, including:
- Write directives that explain implementation procedures for the new policy.
- Develop training materials and curriculum on the new policy.
- Design and conduct verification reviews to confirm the new policy is being implemented correctly by each agency.
- Support audit policy implementation and shared services contract procurement and management.
1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four-year high school diploma or its educational equivalent plus four years of experience as described in “2” above; or
4. A satisfactory equivalent combination of education and experience.
- Excellent interpersonal skills with proven ability to effectively interact with a wide variety of internal and external stakeholders - Communication Skills. Ability to succinctly and effectively communicate, both verbally and in writing across internal and external stakeholder communities, including the presentation of complex data. - Experience with project management tools and processes including gant charts, resource allocation, task assignment, due date tracking, etc. - Data Analysis. Experience with collecting data and analyzing data to see trends and extrapolate conclusions, opportunities for improvement and successes. - Familiarity with financial reports, accounting documents and audit work papers, contract invoices and payment, from nonprofits. - Sound judgment and appropriate discretion when engaging with varied stakeholders. - Collaborative and positive attitude flexibility in a fast moving and evolving office and division. - Demonstrated interest in city government, contracting and procurement policies and procedures, or vendor compliance and management and - Familiarity with New York State and Federal regulations related to not-for-profit corporations and tax exempt organizations.
