Job Description

The Strategy & Innovation Department oversees the Housing Authority’s Transformation effort and leads strategic planning work across the agency. The Transformation is a fundamental reshaping of how the Authority does business. We are restructuring, fixing processes, and building an Authority that can survive and serve hundreds of thousands of residents for decades to come. The Transformation Plan was issued in March 2021 and triggered a multi-year effort to implement.

The Senior Advisor will report directly to the Executive Vice President of Strategy & Innovation and will play an integral role across S&I’s full portfolio of projects, with a particular focus on long-term planning and strategy especially the agency’s five-and-ten year analysis on its long-term structural and staffing needs. This will require thorough analysis and evaluation of the agency’s long-term strategy and outlook including both day-to-day property management and real estate.

The selected candidate will manage end-to-end strategic projects and provide input to ongoing projects across the department and agency. Senior Advisor duties will include advising the EVP and CEO on policy decisions, managing end-to-end projects within the Transformation, working with cross-functional working groups on the agency’s biggest challenges, and providing ad hoc analytical and management support to any number of ongoing programs across the agency. Work product will include the development of written memos, presentations, and statistical analysis.

The Senior Advisor will work closely with S&I’s external partners, including the Federal Monitor, the US Attorney’s Office, HUD, resident leaders, labor leaders, elected officials, and housing advocates. The Advisor will speak for the agency before these parties on a regular basis. The selected candidate will also join the EVP at executive-level meetings where appropriate and will stand in and speak for the department and agency as needed.

In addition to the duties listed above, the Senior Advisor will have ample discretion to propose, develop, and lead new projects and programs that align with the agency’s mission and values.

Minimum Qualifications

1. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time, progressively responsible experience in real property management, at least 18 months of which must have been in a managerial capacity involving the supervision of a large staff of property management agents and/or housing development specialists and requiring independent decision-making concerning program management or planning, allocation of resources and the scheduling and assignment of work. "Progressively responsible experience" must
be demonstrated by a work history of promotions and/or assumption of increasingly responsible duties and assignments. Experience in building construction or renovation; management of residential, commercial, industrial, or waterfront properties, including both renting and operating; or site management in connection with housing or with reconstruction/rehabilitation projects; supervision of receivership, tenant relocation and anti-abandonment work in housing and other properties, and buildings owned, managed, to be acquired by the City, or at risk of being abandoned; or building maintenance will be accepted up to a maximum of three years toward meeting the general requirements; or

2. A baccalaureate degree from an accredited college and four years of experience described in "1" above, including eighteen months of experience in managerial capacity; or

3. A satisfactory combination of education and/or experience equivalent to "1" or "2" above. However, all candidates must have eighteen months of managerial experience. Education at an accredited college or university may be substituted for general work experience (but not for the 18 months of managerial experience described above) at the rate of 60 college semester credits for one year of acceptable experience up to a maximum of 4 years of college for 2 years of experience.

To be acceptable, experience in property management must have included both renting and operating the managed properties. Experience in renting must have included interviewing prospective tenants, qualifying tenants' income and background, and/or assuring that vacancies are ready for occupancy. Experience in operating must have included overseeing maintenance and repair of building operating systems, and overseeing staff to assure that necessary work is properly completed.

To be acceptable, experience in site management must have included on-site rental and maintenance of buildings.

To be acceptable, experience in relocation must have included negotiation with tenants to surrender leases for cash consideration or for an alternative site, and determining tenant eligibility for benefits.


Preferred Skills

The preferred candidate is well-organized and self-directed with excellent analytical and communication skills. The candidate should have a background or demonstrable interest in housing, urban planning, or public policy. An interest in NYCHA’s Transformation plan, the preservation of New York City’s public housing, and experience in housing research and policy highly preferred. The preferred candidate must be interested in working closely with and advocating for NYCHA residents across the city. The ideal candidate will be a motivated self-starter with the following skills: - Bachelor’s degree in public policy, urban planning, sociology, demography, political science, economics, data science or related field. - Master’s degree in a relevant field preferred, but not required. - 2-5 years demonstrated experience in project management preferred. - Adaptability, inquisitiveness, and a track record of taking initiative and working collaboratively. - Skills in obtaining qualitative data through observation and interviews. - Excellent professional judgment. - Ability to analyze qualitative and quantitative data to support decision-making for program design, implementation, and monitoring. - Ability to create communications materials with an eye for design. - Excellent verbal and written communication skills, and an ability to articulate information and recommendations compellingly and persuasively in email, memos, and presentations. - Experience simultaneously managing multiple projects, ideally in a public or nonprofit agency. - Experience with facilitation of idea-generating and decision-making exercises. - Proficiency in Microsoft Office: Access, Excel, Outlook, PowerPoint, Word, and Teams. - Highly organized with the ability to work under stringent deadlines, manage multiple assignments and handle sensitive information. - Ability to work independently and in a team environment.
