Responsibilities :
- Advise the Deputy Commissioner on priorities, opportunities, and challenges, and provide support across key strategic goals.
- Support the Deputy Commissioner in providing strategic vision, oversight, and management of internal operations.
- Ensure the line of service’s internal operations align with DCAS’s mission/core values and are compliant with applicable federal, state, and local laws and regulations.
- Serve as a policy voice, advising on related matters in collaboration with the Chief Policy Advisor.
- Maintain an active overview of the work of the line of service to ensure effective and coordinated support to the Deputy Commissioner.
- Support the Deputy Commissioner to effectively track and follow up on priority issues within the office and citywide. Partner with other direct reports to identify these priority actions timely.
- Lead strategic projects from inception to completion, as assigned/needed.
- Co-spearhead automation and re-engineering initiatives to streamline and expedite processes, minimize inefficiencies, and to optimize compliance and productivity in internal operations, which may also have a citywide impact. Plan and coordinate efforts with senior team to assess the necessary needs and to oversee the implementation of enhancements and metrics to monitor outcomes.
- Co-manage the line of service’s efforts to identify areas of improvement in internal service delivery and to foster/operationalize greater transparency, communication and collaboration strategies.
- Work with the Deputy Commissioner s support team to ensure her meetings are well prepared and briefings are accurate and timely.
- Draft or review reports, talking points and presentations for internal and external audiences at the request of the Deputy Commissioner.
- Lead recurring meetings with the senior team to discuss issues that affect operations and ways to mitigate them and to share information regarding public engagements, achievements, and ideas for improvement.
- Represent the line of service and the Deputy Commissioner at internal and external events, as needed.
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- In-depth knowledge of NYC government’s rules and regulations. - Strong background in change management and fostering a customer-centric culture. - Knowledge of process improvement practices, data analysis and forecasting methods. - Outstanding analytical, critical thinking, organization and communication skills (written, verbal and visual), including the ability to represent the agency and the Deputy Commissioner of Human Capital at the most senior levels. - Excellent customer service, communication, leadership and presentation skills and the ability to interact with staff at all levels. - Ability to work on multiple tasks and assignments while maintaining attention to detail, and the ability to be flexible and proactive with changing demands. - Data-driven mindset with the ability to use metrics for decision-making. - Excellent negotiation and conflict resolution skills. - Advanced knowledge of Microsoft Office Suite (SharePoint, Excel, PowerPoint, Word, Project, Teams). - Experience in project management and strategic planning.
