Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.
TPM is seeking an experienced and motivated Senior Advisor for Policy & Strategy for its Pedestrian and Public Space Unit in the Office of Street Improvement Programs (OSIP). The multidisciplinary Pedestrian and Public Space Unit is responsible for engaging New Yorkers to reimagine and utilize their city streets as public space and oversees the development of programs, policies, projects, and management tools to elevate the public realm experience for its primary user – the pedestrian. Through initiatives and programs ranging from the Pedestrian Mobility Plan, Public Space Programming, the Public Space Equity Program, Open Streets, Super Sidewalks, Street Seats, Complex Intersections, Shared Streets and Plazas, the Pedestrian and Public Space Unit creates vibrant and inclusive spaces that improve safety, accessibility, and walkability while enhancing commerce, community, and culture throughout New York City.
The candidate will support senior leadership and work collaboratively across OSIP and other DOT units to create a multi-year policy plan for the public realm. The position will provide oversight of the development, prioritization and implementation of policy and strategy for the public realm aligned with the NYC Streets Plan, Pedestrian Mobility Plan and public space partner initiatives to meet the objectives and goals of the unit and agency. Additionally, the candidate will guide unit outreach, articulate clear challenge and solution sets, conduct precedent research, and support studies and analysis. This position will help elevate the profile of the public realm work portfolio with sister agencies, advocacy organizations, and other stakeholders on a local and national scale. The candidate will work collaboratively with team members to elevate systemic challenges and advise on policy impacting the portfolio and help problem solve with senior agency leadership. The candidate must be familiar with transportation and public spade policies and have knowledge about the latest in street design best practices and policies nationally and globally including AASHTO, MUTCD, and NACTO guidelines. The ideal candidate will be expected to be familiar with public space design and management issues and have strong organization and writing skills with the ability to meet critical milestones.

Preferred Skills
Minimum 5-10 years’ experience managing intra-agency, inter-agency, and other teams on large, complex projects, demonstrating strong collaborative tendencies. Thorough knowledge of the City’s pedestrian and public space infrastructure and furnishing issues. Through knowledge of NYCDOT’s review and installation procedures. Experience with CAD, Adobe Suite and/or graphic design software desirable. Candidates should also have experience in budgeting, grants management, managing staff, and working to advance projects in a complex regulatory environment. Excellent written, editorial, and verbal communication and presentation skills

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.This position is open to qualified persons with a disability who are eligible for the 55-a program. 1. A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or
2. Education and/or experience which is equivalent to "1" above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial
experience.
