About DVS

The mission of the Department of Veterans’ Services is to connect, mobilize, and empower New York City’s Veteran Community to foster purpose-driven lives for New York City Service Members – past and present – in addition to their caregivers, survivors, and families. DVS fulfills this mission by providing New York City’s approximately 200,000 Veterans with essential services and programs focused on pivotal areas such as economic empowerment, housing security, benefits, health and wellness, and culture.

About the Role Senior Advisor for Intergovernmental Affairs

The Senior Advisor for Intergovernmental Affairs will, including but not limited to, engage in high level negotiations, testimony preparation, agency fiscal impact analyses with Senior Mayoral Administration officials, elected officials, agency leads. Senior Advisor for Intergovernmental Affairs will also work directly with Commissioner, Press/Comms, Public Private Partnerships, and other high-level internal/external stakeholders to implement response and any required policy implementation measures.

The duties and responsibilities for the Senior Policy Analyst include, but are not limited to:

- Tracking legislation introduced by the City Council and monitoring its progress as it moves through the legislative process;
- Working with agency counsel in reviewing and preparing legislation;
- Working with agency counsel in crafting a response to City Council legislation and oversight hearings and preparing testimony;
- Preparing written analyses of legislation;
- Facilitating interactions between the City Council and the Administration, including responding to requests from members and staff in a timely manner;
- Support key policy initiatives on behalf of DVS;
- Review and respond to requests for legal advice from DVS staff and Senior Leadership concerning U.S. federal, state, and local laws;

Preferred Skills

1. Demonstrated understanding of and experience with any combination of the following: veterans affairs, military law, the local legislative process, public policy analysis, New York City agency operations and lobbying. 2. Excellent written, oral and interpersonal skills along with a strong work-ethic and the ability to work independently are imperative 3. Experience which demonstrates a proven record of providing analytical and/or technical assistant for complex, interdisciplinary projects involving multiple stakeholders 4. An understanding of urban issues, especially New York City government and current city affairs/politics 5. Ability to think creatively, embrace new approaches and pioneer innovative solutions to intricate problems 6. Advanced knowledge of MS Office (i.e. Microsoft Word, Excel, PowerPoint, MS Project)

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
