DCAS’s Division of Energy Management (DEM) leads the City’s efforts to reduce carbon emissions from government operations. Our goals are to reduce greenhouse gas (GHG) emissions 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Additionally, DEM is tasked with completing work related to the City’s other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works toward achieving the above goals by managing the City’s utility accounts, developing the City’s annual utility energy budget; helping our agency partners identify and pursue energy-saving opportunities at their facilities; leading energy efficiency and distributed generation projects across the City’s portfolio; and helping implement operations and maintenance best practices.
Reporting to the Deputy Commissioner, with latitude for independent judgment and initiative, the Senior Advisor will be responsible for but not limited to the following:
- Serve as the confidential advisor for the DC, providing guidance on programs and strategy, and the implementation of critical division-wide priorities and initiatives.
- Support development, tracking, and reporting on KPIs and ensure that the DC is equipped to measure performance by unit, team, and program.
- Serve as a key touchpoint for DEM with other stakeholders within DCAS.
- Contribute to the development and implementation of organizational strategy and overarching personnel policy for the division.
- Provide troubleshooting assistance to the DC on a variety of fronts, including taking responsibility for assessing and resolving issues brought to the DC’s attention.
- Manage division-wide collaboration structures
- Support the delivery of high-priority special projects at the request of the DC, including cross-divisional projects.
- Promote “one DEM” by taking actions to ensure the cross-pollination of ideas, initiatives, and outcomes across the division and create a consistent experience for all staff.
- Recommend the most efficient use of staff, budget, and other resources across the division.
- As requested, attend meetings with and on behalf of the DC.
- Serve as the DC's liaison to other city agencies and external partners.
- Respond to external correspondence and RFIs and prepare for external events
- Provide administrative support and coordination, including preparation of correspondence and briefing memoranda, background research and information, and meeting planning.

1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience requiring general knowledge of construction and construction costs, electronic data processing equipment, telephone communications systems, building standards and leasing procedures, in the evaluation and layout of space in office buildings, garages and other structures used for commercial and industrial purposes, at least two years of which shall have been of a supervisory nature; or
2. High school graduation or evidence of having passed an examination for a high school equivalency diploma or the U.S. Armed Forces G.E.D. certificate with a score of at least 35 on each of the five tests and an overall score of at least 225 in the examination for the diploma or certificate, plus nine years of full-time paid experience as described in (1) above, at least two years of which shall have been of a supervisory nature; or
3. A satisfactory equivalent. However, all candidates must be high school graduates or possess the equivalent as described in (2) above and must have at least two years of supervisory experience as described in (1) above.
- Minimum of 5 years’ experience working for NYC in a related field - Strong background in energy management, sustainability, strategic planning, environmental policy, or related field and a strong commitment to energy efficiency and GHG emissions reductions - Ability to manage individuals and stakeholders in a dynamic environment, including the ability to lead and engage large teams, implement change, and communicate effectively - Ability to communicate clearly in oral and written form with strong analytical, interpersonal, and problem-solving skills. - Successful candidates should be detail-oriented and self-motivated with exceptional organizational and leadership skills. - Proficient computer skills, including advanced Excel. - Must be flexible, with an ability to prioritize and adapt to change and be a team player. Emotional intelligence, flexible work style, and excellent diplomatic skills across all levels of the agency.
