Job Description

APPLICANTS MUST BE PERMANENT IN THE PRINCIPAL ADMINISTRATIVE ASSOCIATE CIVIL SERVICE TITLE.

The Medical Assistance Program (MAP) administers public health insurance programs, including Medicaid, for the City of New York. Applying individuals and families are approved for eligibility against applicable Federal and State guidelines. Those found to be eligible can use coverage provided to access doctors, medication and other health care services at little or no cost.

Medicaid Eligibility Operations is recruiting for one (1) Principal Administrative Associate, Level II to function as a Section Supervisor, under the general direction of the Section Manager, with wide latitude for the exercise of independent initiative and judgement is responsible for the daily supervision of multiple units within MAP’s Undercare Processing Division (UPD) who will:


- Coordinate and supervise the activities of the Undercare Processing Division (UPD) section; PAA and ES II staff assigned to evaluate and process cases for current and prospective Medicaid coverage.

- Consult with other programs and external organizations regarding Medicaid processes and mutual cases. Provide expertise on case issues necessary for eligibility determination.

- Assign work to unit supervisor through EDITs Plus and Pay-In Systems. Manage the assignment queues of each unit to ensure cases are uniformly distributed. Receive requests via mail fax or form the IQ system, to control, review and reconcile work and reports.

- Utilize an internal assessment tool to conduct monthly case audits. Based on the findings from the audit the Section Supervisor work collectively with the Section Manager to develop a corrective action plan in response to the errors found.

- Guide the UPD supervisors in resolving issues related to the case actions and consumers complaints. Review complex or highly unusual cases that requires conducting extensive research, consumer outreach, reviewing of Repository documentation, collaboration with other divisions and submission of written summaries to the Commissioner.

- Monitor and maintains control of PAA I job performance and activities, Time and Leave practices and adherence to the HRA Code of Conduct. Conduct conferences and assist PAA I with disciplinary issues requiring advanced levels of direction.

- Prepare weekly and monthly reports for review by the Section Manager and the Divisional Director and assist in the preparation and submission of statistical data and special report as required.

- Train staff and ensure that Medicaid eligibility actions are consistent with applicable laws and regulations, keep staff informed of new/ revised procedures and Local/ State laws.

- Conduct and participate in the unit staff meetings to ensure that all relevant information is with staff and new policy are implemented.

- Participate in conferences with immediate supervisor regarding the functioning of the units and make recommendations for improvements.

Perform other related functions as assigned.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.


Preferred Skills

- Knowledge of Medicaid. - Strong supervisory and communication skills. - Proficient in Microsoft Word & Excel.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
