The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The New York City Bureau of Water Supply seeks to hire a Superintendent of Water & Sewer Systems, M-1 for a position with the Source Water Operations Directorate, at the Grahamsville, Mahopac, and Port Jervis Water Resource Recovery Facilities, located in Grahamsville, Mahopac, and Port Jervis, New York.

Under administrative direction, of the Chief of Water Resource Recovery Operations, the Superintendent of Water & Sewer Systems, M-1, will serve as Section Chief Grahamsville, Mahopac, and Port Jervis Water Resource Recovery Facilities and will manage work performed by operations staff. The Section Chief will be responsible for the operation and maintenance of all facilities, pump stations, and collection systems. They will focus on continuous improvement of assigned facilities through preventative maintenance, repair, cyclic and capital expenditures. The Section Chief will provide input to and review contract scopes of work, specifications and designs of all rehabilitation, construction, or repair work associated with the assigned assets. They will ensure compliance with all applicable health and safety policies and procedures and environmental regulations. The Section Chief is responsible for procurement and budgeting of necessary supplies and services needed for the facilities. They will advise the Chief of Water Resource Recovery Operations on all operational and EH&S issues and will ensure Chief is aware of significant events or issues in a timely manner. Specific duties include:

- Supervising Plant Operations staff

- Operating and maintaining plants computer maintenance management system

- Procuring parts and supplies to maintain facilities

- Providing review and input into all process equipment replacements or upgrades

- Creating work schedules and ensure compliance with environmental and safety regulations

- Reviewing laboratory results and prepare MOR and DMR forms

- Serving as the Acting Division Chief in his or her absence.

Preferred Skills:

- New York State Grade 3 Wastewater Operator Certificate

- Ability to operate and maintain a New York State Grade 3 Wastewater Treatment Plant

- Working knowledge of Microsoft Office Suite including Word, Excel and PowerPoint

- Working knowledge of MP2/Avantis computerized maintenance management system

- Working knowledge of the Network Discharge Monitoring Report (NetDMR); discharge monitoring reporting

- Ability to input and review on upgrades or replacement equipment planned for the facility

- Ability to communicate effectively to subordinates, peers, superiors and external partners

- Ability to lead others toward goal accomplishment through effective work unit planning and monitoring

- Ability to review and enter data on spreadsheets for reporting purposes

- Ability to perform arithmetic calculations

- WRRF Operation ability

- Process troubleshooting skills

- Priority management skills

- Procurement knowledge

- Communication Skills

Minimum Qualifications

1. Eight years of full-time experience acquired within the last ten years in the construction, operation, repair, or maintenance of water supply distribution, sewer and/or drainage systems, four years of which must have been in a supervisory or managerial capacity; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have the four years of supervisory or managerial experience as described in "1" above.

License Requirements
All candidates must possess a Motor Vehicle Operator's License valid in the State of New York.
