The New York City Housing Authority seeks a Section 8 Liaison for the Public Housing Tenancy Operations Department. Under direct instruction of the Deputy Director of Program Oversight, the Section 8 Liaison is responsible for supporting Property Management with Section 8 Program requirements.
Responsibilities include, but are not limited to, the following:
- Monitor TSAP selections.
- Assist with the processing of Section 8 rentals to ensure accuracy and timely completion.
- Troubleshoot cases to resolve issues: e.g., IT glitches, migration errors, family composition changes, etc.
- Monitor compliance with annual recertification submissions; work with development staff and residents to avoid loss of subsidy and address vacancies and terminations.
- Assist in coordinating and analyzing rent increases/lease renewals.
- Work closely with property staff on priorities and to meet deadlines.
- Float between assigned developments and Central Office; build relationships with development teams.
- Deploy as a supplemental property resource for discrete projects when assigned (special circumstances only).

1. A baccalaureate degree from an accredited college; or
2. A four-year high school diploma or its educational equivalent, approved by a State's Department of Education or a recognized accrediting organization and four years of satisfactory full-time experience in housing management at a development or developments containing at least 150 apartments, performing any one or a combination of the following duties: interviewing applicants; determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or
3. A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credit may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of satisfactory full-time experience. However, all candidates must have a four-year high school diploma, or its educational equivalent
EXPERIENCE IN WHICH TASKS PERFORMED ARE PRIMARILY CLERICAL, SECRETARIAL, RECEPTIONIST, AND/OR ACCOUNTING IS NOT ACCEPTABLE. EXPERIENCE THAT INCLUDES ONLY
INCIDENTAL CONTACT OR INTERACTION WITH TENANTS IS NOT ACCEPTABLE.
- Extensive knowledge of and ability to navigate Siebel Database, proficiency in Word, Excel Outlook and other database systems. - Knowledge of Housing Choice Voucher (Section 8) Program rental process in Siebel. - Ability to establish and maintain effective working relationships with peers, superiors and Property Management staff. o Analyze situations and identify problems and offer solutions. - Ability to communicate clearly and concisely, both verbally and in writing. - Excellent detail-orientation and follow up skills. - Excellent communication and organizational skills o Ability to monitor caseload and work independently. - Understanding of NYCHA and departmental policies and procedures, and overall operational structure.
