Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:

The New York City Department of Health and Mental Hygiene (NYC DOHMH)’s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City’s response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Across a range of programs and through extensive collaboration with other parts of NYC DOHMH and external stakeholders, BHHS leads testing initiatives, prevention, care, and treatment programming, epidemiology and surveillance, research and evaluation, training and technical assistance, community engagement, social marketing, policy advocacy, and racial equity and social justice initiatives. BHHS’s HIV Care and Treatment Program (CTP) is the recipient of federal grants for HRSA’s Ryan White HIV/AIDS Program (RWHAP) Part A and HUD’s Housing Opportunities for Persons With AIDS (HOPWA). CTP is comprised of five units: 1) Grants Management, 2) Program Planning, 3) Quality Management and Program Implementation, 4) Research and Evaluation, and 5) Housing Services Unit.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Work on special projects including coordinating community engagement activities, conducting community outreach to support activities that will aid in advancing health and racial equity among people with HIV.

Conduct literature reviews and summarize findings to help inform the creation, implementation, and provision of evidence-based program models for HIV care and treatment services.

Collaborate with CTP units to maintain and update NYC health department web pages for Ryan White Part A and Housing Services programs, NYC Healt Map registry, and Public Health Partners Connect (Salesforce).

Draft and disseminate email communications to Ryan White Part A funded organizations and participate in the drafting of materials/memos which may include, but is not limited to, dear colleague letters and newsletters.

Provide support to the technical review team of the Community Health Advisory and Information Network (CHAIN), a prospective longitudinal study of people with HIV in the NYC eligible metropolitan area including scheduling monthly meetings, developing agenda, taking meeting notes, circulating materials among key stakeholders, and following up on action items.

Support the coordination of community-based program activities including the annual provider meeting for the Ryan White Part A program in the NY EMA.

Perform administrative duties, as assigned, such as scheduling of virtual meetings, hosting webinars, organizing shared drive files, and managing RWTA email inbox for mass communications to external partners.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

Knowledge of HIV, populations most affected by HIV, and how structural oppression affects vulnerability to poor HIV outcomes. Exceptional relationship-building and influencing skills. Keen attention to detail, ability to handle multiple, at times conflicting, priorities efficiently and effectively. Excellent written, oral, facilitation, and interpersonal skills. Outstanding organizational and project management skills. Proficient in Microsoft Word, Excel, PowerPoint, Outlook, Visio, and Adobe Acrobat.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
