Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:

The NY HIV Health & Human Services Planning Council within the Division of Disease Control has a vacancy for a Ryan White HIV Planning Council Intern (Civil Service Title: College Aide).

Working with a small team of public health professionals, the incumbent will be responsible for supporting the planning, organization and implementation of a youth engagement project that draws on the tenets of community based participatory research. The Council is appointed by the NYC Mayor to plan the organization and delivery of HIV services funded by Part A of the Ryan White HIV/AIDS Treatment Extension Act. Council members work together to identify the care needs of people living with HIV. The Council then determines which services are of the highest priority, and how much funding should be committed to each service. Council members also support and provide input toward the Department's work to evaluate the cost effectiveness and the quality of the services provided.

The NY Eligible Metropolitan Area is the largest Ryan White Part A jurisdiction in the country, including all boroughs of NYC and Putnam, Rockland, and Westchester Counties and is in a unique position to provide models of care for ending the HIV epidemic. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

- Support the planning and coordination of youth activities and initiatives that will inform the development of sound policy to support young people with HIV between the ages of 18-29.

- Engage youth diagnosed and affected by HIV in planning efforts as an opportunity for mentorship, leadership, and skills development.

- Provide technical assistance to internal and external partners to facilitate engagement and input.

- Work closely with Council staff and other internal partners to determine an optimal schedule for activities and events, including a youth forum.

- Present research as it pertains to youth, sexual health, behavioral health, HIV and New York City.

- Work with internal and external partners, including organizations serving youth, youth groups, youth organizations, schools, etc. to recruit engagement into a modified community based participatory research process.

- Meet regularly with Council staff and youth organizations to ensure coordination and consistent input.

- Support the coordination of a youth forum to facilitate knowledge sharing and gather additional input, testimony and concerns.

- Support the development of and updates to reports, presentations and manuals to present research, recommendations and findings.

- Attend HIV Health and Human Services Planning Council of New York meetings as needed

- Work to ensure adherence to a health equity framework, principles, and tools that highlight and address disparities among people with HIV living in NYC and Tri-County due to structural and systemic racism, and other forms of oppression.

- Coordinate community engagement activities to identify unmet needs and inequities experienced by youth/young adults with HIV

- Other duties, as needed.

Minimum Qualifications

For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.

SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.


Preferred Skills

Knowledge of: Event coordination and outreach Populations most affected by HIV How structural oppression impacts HIV outcomes. Excellent written, oral, and interpersonal skills ability to handle multiple assignments and priorities. Proficient in Microsoft Word, Excel, PowerPoint, Outlook, and Adobe Acrobat.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
