The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards the smallest jail system possible without compromising public safety. The DOC is solely responsible for maintaining a safe and secure environment for staff, visitors, volunteer and people in custody inside our jails. Importantly, safe jails enable DOC to providing people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with over 11,000 diverse professionals and knowledge experts.

DOC seeks to recruit an Education Specialist assigned to the Educational Services Unit within the Division of Programs and Community Partnerships. Under direction of the Executive Director and Program Manager assigned to the Educational Services Unit, the Education Specialist will support individuals in custody located in the Risk Management Accountability System with all educational-related needs. The Risk Management Accountability System replaces punitive segregation for individuals who commit acts of violence within our city jails. RMAS includes a 2-step level system and Restorative Rehabilitative Unit (RRU) which prepares individuals who commit acts of violence to return to general population.

Additional typical duties for this position include but are not limited to:
- Coordinating and supporting the daily operations of mandated and non-mandated educational
services offered by the Department of Education, the Horticultural Society of New York,
education volunteers, providers of college preparation instruction, providers of education
transitional services and other partnering agencies, by conducting daily field visits to assist efforts
of recruitment, implementation, operation, and compliance;
- On an on-going-basis, conduct surveys and focus groups of young adults and adults to ensure
their educational needs are met by the providers of educational and transitional services;
offer recommendations on how best to strengthen on-going services, make modifications, and/or
identify and integrate new services as a result of results obtained from these engagement sessions;
- Assisting with the efforts of the unit in its research, identification, and integration of best practices
and evidence-based programming in the field of education and other areas within the Division
and successfully used within correctional settings and the juvenile justice system;
- Conducting internal quality audits to ensure mandates and/or expectations set by the Department
and partnering agencies are regularly met; provide guidance and recommendations to meet the goals
of educational components and work closely with providers and Departmental staff when
deficiencies are identified in order to develop action plans;
- Assisting with the planning and execution of extra-curricular activities and/or events planned
by providers as a way to incentivize young adults and adults;
- Actively participate in support/multidisciplinary teams to support the advancement of young adult
and adults in RMAS;
- Preparing, submitting and monitoring reports as required by the Department to include, but not
limited to: the MFMR, Indicators Report, and operational weekly, monthly, and quarterly reports;
- Assisting with the preparation and facilitation of internal and/or interagency training sessions that
would result in a stronger operation of services, as well as partnerships;
- Perform related duties as assigned.


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university with specialization in public or business administration, sociology, criminology, mathematics, statistics, or related fields; or

2. An associate degree from an accredited college in public or business administration, sociology, criminology, mathematics, statistics, or a closely related field and two years of full-time satisfactory experience in public or business administration, community relations, social work, mathematical or statistical research; or

3. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and four years of Full-time satisfactory experience as described in “2” above; or

4. A satisfactory combination of education and/or experience which is equivalent to “1”, “2”, or “3” above. College education may be substituted for up to two years of experience on the basis of 30 semester credits for one year of experience. However, all candidates must have a four year high school diploma or its educational equivalent.

For Assignment Level II and III, in addition to meeting the qualification requirements above, one additional year of the experience described in “2” above is required for Assignment Level II and two additional years of experience for Assignment Level III

For Assignment Level II and III, in addition to meeting the qualification requirements above, one additional year of the experience described in “2” above is required for Assignment Level II and two additional years of experience for Assignment Level III.


Preferred Skills

- Ability to organize and administer projects with non-agency partners - Excellent written and oral communication skills, interpersonal skills, problem-solving and decision-making skills - Microsoft Office (Word, Excel, Outlook, PowerPoint) proficiency.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
