The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Water Supply seeks to hire an Associate Public Health Sanitarian II to serve as Risk Management Program (RMP) Compliance Coordinator in the Risk Management Program Unit, Quality Assurance Section, Water Treatment Operations Directorate located in Valhalla, NY.
The Risk Management Program Section performs a critical role to support the two operational divisions in the directorate to ensure compliance with the EPA 40 CFR Part 68 Risk Management Program and OSHA 29 CFR 1910.119 Process Safety Management Program and New York City Division of Emergency Response and Technical Assessment (DERTA) Risk Management Program. The Risk Management Program Section provides support for the Respiratory Protection Program at Water Treatment Operations (WTO) facilities.
Under direction, of the Risk Management Program Manager, the Associate Public Health Sanitarian II will serve as RMP Compliance Coordinator and provide assistance in the implementation of the 14 elements of the Risk Management Program (RMP)/Process Safety Management (PSM) and DERTA Risk Management Program regulation to ensure compliance. Specific duties include:
- Implementing and enforcing the RMP/PSM regulations at the Water Treatment Operations Facilities.
- Interpreting RMP, PSM regulations and Environmental Health Safety Code requirements and DEP policies & regulations to WTO facilities and their application to proposed methods, processes and equipment.
- Being responsible for obtaining Contractor pre qualification documents, review and update written recommendations for acceptance and or non conformance.
- Maintaining contractor injury and illness log, collecting and maintaining contractor evaluations and communicating unique hazards associated with capital project work to the RMP Manager.
- Coordinating activities between Water Treatment Operations staff and Contractor Consultants for project completion and RMP conformance and preparing applicable reports.
- Assisting with the development of RMP training programs. This will include development of Microsoft Power Point presentations in applicable RMP sections such as RMP Standard Operating Procedures, Contractor Safety, and Incident Investigation etc.
- Administering RMP training sessions and toolbox, ensuring that training schedules are maintained at the correct training frequencies, maintaining employees training records and tracking systems within the Water Treatment Operation facilities.
- Assuring WTO facilities comply with applicable EHS policies with regards to safety and program implementation.
- Participating in incident investigations, health, and safety related inspections and all RMP compliance audits including keeping an up to date compliance report on a set schedule and monitoring recommendations for compliance.
- Assisting with the implementation of the respiratory protection program.
- Coordinating with the Quality Assurance Asset Information Unit to access RMP Mechanical Integrity activities (maintenance and inspection records) in the Computerized Maintenance and Management Systems (Avantis CMMS).
- Participating RMP Employee Participation (EMPART) and tracking all employees suggestions, recommendations and transmit them to DEP Office of Environmental Health and Safety on a regular basis.
- Assisting the RMP Manager in coordinating emergency response procedures at Water Treatment Operations facilities. This will include planning and participating in emergency response drills, tabletop exercises and full-scale exercises, drill action/recommendations for program improvements.
- Assisting the RMP Manager in updating the Emergency Action Plan and Integrated Contingency Plan for Water Treatment Operations Facilities.

Some of the physical activities performed by Associate Public Health Sanitarians and environmental conditions experienced are: stooping, climbing and lifting actions in order to view pertinent areas or obtain samples from premises being inspected. Some inspections require the Associate Public Health Sanitarian to work with instruments that operate with a sealed radioactive source. Other inspections require protective equipment be worn, i.e., face masks, respirators, coveralls, gloves, etc. Associate Public Health Sanitarians carry their own equipment, which may be bulky, and normally travel from site to site by public transportation.
Special Working Conditions: Associate Public Health Sanitarians may be required to work shifts including nights, Saturdays, Sundays, and holidays.

1. A baccalaureate degree from an accredited college, including or supplemented by 30 semester credits in the physical and/or biological sciences, i.e., biology, botany, chemistry, geology, physics, physiology, and zoology; of which not more than 12 credit hours may be in the applied sciences, i.e., environmental technology, sanitation technology, medical technology, public health, infection control or food service; and at least two years of satisfactory full-time experience performing inspections to assure compliance with pertinent laws, rules and regulations governing the areas of food, drugs and general environmental conditions; or
2. An associate degree from an accredited college, with 15 semester credits in the physical and/or biological sciences, of which not more than 6 credit hours may be in the applied sciences, and 4 years of satisfactory full-time experience as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have at least 60 semester credits from an accredited college, including at least 15 semester credits in the physical and and/or biological sciences. Furthermore, to assure compliance with Section 11.112 of the Compilation of the Rules and Regulations of the State of New York (NYCRR) – Title 10 (Health), all candidates must have at least 2 years of experience as a public health sanitarian as described in "1" above.
4.
