In order to be considered for this position candidate must be serving permanently in the title of Associate Staff Analyst, or reachable on the Open Competitive list for Associate Staff Analyst Exam #9061, or be eligible under the 55a program.
The Parking Operations Planning and Analysis (POPA) division of DOT’s Traffic Operations handles all parking tasks related to the city’s 14,000 meters, mobile parking payment app, eight (8) garages, and off-street parking permits. The Finance Unit monitors, analyzes, reconciles, adjusts, and reports on all received revenue from all the different sources and payment types, which bring in annually over $250 million dollars in revenue.
POPA seeks to hire an Associate Staff Analyst to work in the Finance’s Revenue Strategy and Analysis unit. The selected candidate will be trained to utilize the internal business intelligence database to properly analyze and report on all revenue sources, and to evaluate revenue projections for the Division’s initiatives. The Revenue Strategist will be required to work with very large data files, manipulate large amounts of data, write formulas to extract needed information, and find the most efficient and expedient mode of handling each assignment. The unit handles both routine reports and special assignments with pressing priorities. All work must be accurate, and complete, and must properly address the needs of the assignment.
The tasks and responsibilities to be performed in this position are shown below. The position will be handling data related to parking activities in all boroughs of New York City. Specific duties will include, but will not be limited to:
- Downloads, compiles, and allocates to geographic areas daily, weekly, monthly, and fiscal year revenues in the internal business intelligence tool, the DOT Parking application (ParkNYC), and other databases.
- Monitors and analyses the performance of all citywide meters and zones to identify variances and trends.
- Monitors and analyses data to prepare detailed, comprehensive weekly, monthly, and yearly reports of all the revenue sources of POPA and payment types.
- Prepares detailed end-of-the-month closure Citywide Revenue reports for management and OMB.
- Monitors and analyses revenue data from specific Initiative sources to determine if the forecast milestones have been achieved. Prepares weekly, monthly, and year-to-date Initiative evaluation reports with forecast and actual realization rates.
- Prepares comprehensive dashboards for both revenue and expense on a weekly, monthly, quarterly, and fiscal year basis and updates Key Performance Indicators.
- Completes special projects, develops spreadsheets, and handles requests for non-routine analyses, such as Paid Legal Occupancy (PLO), and assists as needed.

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.
