In order to be considered for this position candidate must be serving permanently in the title of Associate Staff Analyst or be reachable on the Open Competitive list for Associate Staff Analyst Exam #9061 or be eligible under the 55a program.

The Parking Operations Planning and Analysis (POPA) division of DOT’s Traffic Operations handles all parking tasks related to the city’s 14,000 meters, mobile parking payment app, eight (8) garages, and off-street parking permits. The Finance Unit monitors, analyzes, reconciles, adjusts, and reports on all received revenue from all the different sources and payment types, which bring in annually over $250 million dollars in revenue.

Parking Operations, Planning & Analysis/Finance Group is seeking to hire a highly skilled candidate as the Revenue/Banking Coordinator of the Finance Unit. The Revenue/Banking Coordinator will serve as the liaison between the Banking Reconciliation group and the Revenue Strategy group. Under direction, and with wide latitude for the exercise of independent judgment and initiative the Revenue/Banking Coordinator will be responsible for but not limited to the following:

- Responsible for the unit’s banking activities and liaising with the revenue reporting team to identify trends in parking revenue and usage.
- Perform daily, weekly, and monthly banking reconciliation of all parking transactions.
- Assist in maintaining credit card payment processing through banking setup, including scheduling payment setup for the Division’s new revenue initiatives.
- Assist in addressing issues specific to credit card settlements and funding with card processors and vendors.
- Monitor staff performance of daily reconciliation tasks and provide training for junior analysts.
- Assist in updating the unit’s standard operating procedures and policies for all workflows.
- Supervise staff in revenue reconciliation to ensure consistent and reliable data reporting.
- Provide post-implementation analyses on revenue programs for OMB reporting.
- Assist in creating cost-saving programs for the Division.
- Create and maintain spreadsheets and analyses as needed.

Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
