Position Summary
The Benefits Administration Department is seeking a dynamic, and member-focused Manager to lead the Retirements Unit. This role requires a leader with a deep understanding of TRS’ mission, systems, and service standards. Reporting directly to the Deputy Director of Benefits Administration, the manager will oversee a high-performing team responsible for delivering timely, accurate, and empathetic retirement services to TRS members while optimizing operations and ensuring regulatory compliance.
Key Responsibilities
- Oversee daily operations of the Retirements Unit, ensuring accuracy and adherence to SLAs.
- Develop and maintain compliant processes, monitor performance, and implement improvements to meet monthly, quarterly, and annual goals.
- Effectively convey departmental objectives, SLAs/OLAs, and policy updates to ensure service excellence.
- Manage business rules and system functionalities while maintaining up-to-date documentation for consistency.
- Provide expert guidance on complex member cases with professionalism and care.
- Set clear performance standards, evaluate team results against KPIs/OLAs and ensure timely task completion.
- Drive operational efficiency and service quality through process improvements and new initiatives.
- Foster a collaborative and accountable team culture, providing coaching, feedback, and performance management.
- Generate reports on unit performance, challenges, and achievements, offering actionable recommendations on budget, staffing, and service levels.
- Oversee the development of training materials and cross-training initiatives.
- Support modernization projects and other agency initiatives to help achieve department-wide goals and objectives.
- Build and maintain strong partnerships with internal departments and external agencies to enhance service delivery.
- Provide leadership support to other units within Benefits Administration as needed.
Minimum Qualifications
Education:
1. A baccalaureate degree from an accredited college including or supplemented by 12 semester credits in mathematics, statistics, accounting, economics, finance, data analytics, project management, business administration, public administration and/or actuarial science and four years of satisfactory full-time experience implementing the provisions of a retirement plan or performing analytical, problem- solving, or administrative tasks in a public or private organization, 18 months of which must have been implementing the provisions of a retirement plan in a managerial or executive capacity or supervising professionals performing such work; or
1. A baccalaureate degree from an accredited college and five years of satisfactory full-time experience implementing the provisions of a retirement plan or performing analytical, problem-solving, or administrative tasks in a public or private organization, 18 months of which must have been implementing the provisions of a retirement plan in a managerial or executive capacity or supervising professionals performing such work; or
2. An associate degree or 60 semester credits from an accredited college, including or supplemented by 12 semester credits in mathematics, statistics, accounting economics, finance, data analytics, project management, business administration, public administration and/or actuarial science and six years of satisfactory full-time experience as indicated in "1" above, 18 months of which must have been implementing the provisions of a retirement plan in a managerial or executive capacity or supervising professionals performing such work; or
3. An associate degree or completion of 60 semester credits from an accredited college and seven years of satisfactory full-time experience as indicated in "1" above, 18 months of which must have been implementing the provisions of a retirement plan in a managerial or executive capacity or supervising professionals performing such work; or
4. A satisfactory equivalent combination of education and experience as described in "1", "2", “3” or “4” above. College credits may be substituted for experience on the basis of 30 semester credits from an accredited college or university for one year of full-time satisfactory general experience (but not for the administrative, managerial, executive or supervisory experience described in "1", “2”, "3", or “4” above). However, all candidates
must have at least 60 semester credits from an accredited college or university and the 18 months of experience implementing the provisions of a retirement plan in a supervisory, managerial or executive capacity as described in "1" above.
Experience:
- Proven success in team leadership, driving measurable outcomes, enhancing service delivery, and fostering accountability.
- Pension-related experience with a solid understanding of retirement products, services, and public sector regulations.
Knowledge:
- Expertise in NYC pension rules and regulations.
- Strong understanding of accounting principles
- Proficiency in Microsoft Excel and Word for data analysis, reporting, and operational support.
- Knowledge of business and management principles, including strategic planning, resource allocation, organizational leadership and team coordination.

1. A baccalaureate degree from an accredited college or university including or supplemented by 12 credits in mathematics, statistics, accounting, and/or actuarial science and four years of satisfactory full-time experience implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations, 18 months of which must have been in an administrative, managerial or executive capacity or supervising professionals implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations; or
2. An associate degree or 60 credits from an accredited college or university, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and six years of satisfactory full-time experience as indicated in “1”; or
3. Education and/or experience equivalent to “1” or “2” above. However, all candidates must have 60 credits from an accredited college or university, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and the 18 months of experience in a supervisory, administrative, managerial or executive capacity as described in “1” above.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
