New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The Planning and Resilience Bureau’s mission is to prepare the City to respond and adapt to emergencies through collaborative, scalable planning, comprehensive interagency coordination, and innovative recovery and Resiliency. The bureau includes Interagency Coordination with an assistant commissioner leading three units made up of subject matter experts in Health and Medical, Human Services, Critical Infrastructure, Risk Reduction and Recovery with an assistant commissioner leading the Mitigation and Risk Analysis and Recovery units; and the Planning Unit.
The Risk Analysis and Recovery unit focuses on bridging long-term strategies to reduce NYC’s risk with actionable operations and programs. This includes coordinating and guiding partnerships to develop strategies that analyze, plan, and address hazard risk and vulnerabilities. The unit is responsible for recovery planning, the City’s Hazard Mitigation Plan, risk reduction tools, the Interim Flood Protection Measures Program (IFPM), and maximizing the City’s receipt of hazard mitigation funding.

The Risk Analysis and Recovery Unit is seeking a candidate responsible for supporting and coordinating risk analysis efforts.

The Resiliency Planner position will involve the following responsibilities:
- Assist in the development and updating of the Hazard Mitigation Plan.
- Develop and maintain the Mitigation Actions Database, its tables, and associated visualizations.
- Develop strategies to assess government agencies’ capabilities to implement mitigation and resilience investments.
- Coordinate with government agencies and organizations to collect Mitigation Actions data.
- Facilitate site visits of ongoing mitigation action projects to track project status.
- Coordinate with government agencies and mayoral offices to streamline project tracking and reconcile multiple resiliency trackers.
- Work closely with the Mitigation Unit on grant applications with FEMA funding sources to ensure that project proposals are included in the Hazard Mitigation Plan.
- Conduct ongoing research related to hazard mitigation.
- Create reports and presentations to effectively communicate content from the Hazard Mitigation Plan to diverse audiences.


**PLEASE NOTE THE FOLLOWING:
The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

HMGP - This position is grant funded through 03/24/2025 with the possibility of an extension.

Minimum Qualifications

1. A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or

2. A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in "1" above; or

3. A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed “1" above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.

4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent.

Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in ""1"" above.


Preferred Skills

1. Proficiency with Microsoft Office applications (Word, Excel, Access, and PowerPoint). 2. Experience engaging community and government stakeholders. 3. Understanding of data management best practices. 4. Strong written and oral communication skills. 5. Ability to be creative and innovative while working within specific parameters. 6. Experience reaching consensus with multiple stakeholders that have different goals and opinions. 10. Knowledge and experience of hazard mitigation and resiliency project tracking is a plus. 11. Experience or knowledge of federal funding programs that can support resilience investments including FEMA Hazard Mitigation Assistance and Building Resilient Infrastructure and Communities (BRIC) is a plus. 12. Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
