Job Description

This vacancy has now expired.

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Integrated Water Management office under the Bureau of Environmental Planning and Analysis (BEPA) is currently seeking a Data Manager to support several high-priority initiatives including the Water Demand Management Plan and annual water conservation reporting (Water Supply Permit WSA#11,352), Sustainable Rate Structure Analysis (DEP Strategic Plan Initiative 3), and Integrated Water Management Planning and Assessment (DEP Strategic Plan Initiative 23). These programs are part of DEP’s One Water approach which applies a holistic water management framework to improve water quality, climate resiliency, and demand management while taking into account water rate affordability and equity. The Data Manager will support the Integrated Water Management office in identifying conducting opportunities analyses and developing data-driven metrics and analysis for stormwater/wastewater/drinking water nexus projects. They will gather and organize data and research, including land use, demographics, and climate and water demand projections, and analyze trends and key statistics using programs such as ArcGIS, SQL, PowerBi, Python, R, and Microsoft Excel, Machine Learning, and relevant Data Visualization platforms. The Data Manager will also develop metrics and indicators including socio-economic costs and benefits, research and identify best practices, monitor performance, make programmatic recommendations, and other expressed needs of the agency, in support of MS4, LTCP, DEP’s Strategic Plan, and the Mayor’s sustainability and environmental justice goals, plus compliance with State Pollutant Discharge Elimination System (SPDES) Permit regulations.

Overall, the Data Manager will assist on a variety of technical, administrative, and quantitative duties, and will assist with coordination with operational Bureaus and interagency teams. They will also assist in reviewing reports and deliverables prepared by consultants and contractors; assist in preparing, coordinating, and drafting annual reports and other publications; and support other large projects under the direction of BEPA senior managers. They will collect, analyze, and integrate relevant data and research from various sources to support agency planning efforts, and will assist with coordination with operational Bureaus and interagency teams. Specifically, they will assist in developing tools and analyses to quantify the role of the Bureau’s sustainability programs in reducing capital and operational expenses, as well as minimizing costs to rate payers. They will also support and integrate relevant materials from working groups focused on climate action and sustainability, as well as DEP’s participation in national forums such as the Water Utility Climate Alliance, US Water Alliance, and Water Agency Leaders Alliance.

The ideal candidate will have experience in the field of water resources planning and climate resiliency planning, with competency in geospatial and data analysis. However, experience in other fields such as city planning and urban/environmental data science/informatics as well as prior government experience, will also be considered. Experience with environmental sensing, web development, and user interface design a plus. The successful candidate will function in a support role to senior managers on a number of technical, administrative, costing, and long-range planning tasks. This position will be part of a highly dynamic team working on a range of complex tasks simultaneously.
