The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and approximately 10,600 employees who manage and maintain 325 developments that house over 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to over 200,000 additional families.

The Pest Management Department is building a Pest Management planning unit that will be responsible for planning most exterminator craft work orders. The unit will have 12 people and report to the Deputy Director of Pest Management Support Services. PMD will utilize a neighborhood model and assign exterminators between one to three developments depending on the volume of work orders at the location. This increases’ efficiencies, as the exterminators will focus their work at one development rather than traveling between sites. This also allows staff to address roughly 7 apartment work orders per day, up from an average of 5.8. Once fully staffed, this would be an additional 149 apartments per day.

As an extermination planning unit, we seek to be experts in extermination work order planning. The selected candidates will understand the nuance of these work orders and schedule them, so the residents are aware of the appointments; to ensure there is no duplication of work and that exterminators’ time is used efficiently and completely.

The responsibilities include, but not limited to the following:

1. Oversee 4 secretaries and 1 assistant super and report back to the deputy, which will be responsible for planning extermination work orders for 2 boroughs.
2. Submit a report to Director and Deputy each morning showing that each exterminators have 10 work orders, and if more or less why. If there are issues found will need to fix.
3. Submit a report to Director and Deputy each morning showing the pest sensitive and rat work orders and how they are being addressed. If there are issues found will need to fix.
4. Close out duplicate work orders and close out work orders that had missing inspections.
5. Ensure vendor tickets are excluded from schedules.
6. Work with the secretary assigned to mold work orders to get work order scheduled and closed. This will include certified letters.
7. For emergencies that the neighborhood planner is called for or if the neighborhood planner is contacted about an extermination work order; they will schedule it and assign it to the
superintendent for that borough, who would know to look at these each day and assign to the neighborhood exterminator or pull a grounds team exterminator to assist.
8. Field visits occasionally, but primarily a desk job.

Therefore, applicants (candidates) that did not take and pass the exam will potentially not be considered, likewise applicants not reachable on the established civil service list will potentially be in jeopardy of being replaced with an eligible civil service candidate.

Minimum Qualifications

1. A four year high school diploma or its educational equivalent, plus five years of supervisory experience in the operation, repair and maintenance of large tenanted buildings, three years of which must have been in responsible charge of properties having not less than seven maintenance and operations employees. Higher education may be substituted for up to two years of this experience on the basis of 30 semester credits from an accredited college for each year of experience. However, all candidates must have at least three years of experience in responsible charge of properties having not less than seven maintenance and operations employees.
