The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and over 11,000 employees who manage and maintain 326 developments that house about 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to about 200,000 additional families.
Under general supervision with some latitude for independent judgment and decision making. Reporting to The Construction Project Manager L3 in Abatement Unit, the Resident Building superintendent will supervise field staff operations, plasterer, city laborer, maintenance worker and supervisor plasterer.
Responsibilities include, but are not limited to the following:
1. Monitor vendor field work related to units undergoing a lead-based paint abatement to ensure effective, compliant procedures are used by vendors and/or NYCHA staff.
2. Act as vendor supervisor to help solve issues that might arise in the developments throughout the five boroughs.
3. Exercise the full administrative and technical responsibilities for planning, organizing, and directing staff in the management of projects.
4. Collaborate closely with the Development Coordinator and the development team to ensure the prompt and efficient completion of assigned tasks.
5. Work to escalate the progress at
developments and help solve recurring problems that occur during inspections and re-inspection.
6. Support quality assurance inspections at assigned NYCHA public housing developments.
7. Use wireless handheld computer device to support different tasks, when relevant.
8. Conduct daily meetings with all five borough skill trades administrators and PMO office to get update on TEMPO lead abatement program activity.
9. Manage skill trades request for TEMPO lead abatement program for all five boroughs.
10. Coordinate with development staff on issues that arise with work completed by abatement vendors.
11. Input and obtain information from Maximo, as required.
12. Escalate issues identified to direct supervisor and the Assistant Director on all lead abatement and assist in solving recurring problems.

1. A four year high school diploma or its educational equivalent, plus five years of supervisory experience in the operation, repair and maintenance of large tenanted buildings, three years of which must have been in responsible charge of properties having not less than seven maintenance and operations employees. Higher education may be substituted for up to two years of this experience on the basis of 30 semester credits from an accredited college for each year of experience. However, all candidates must have at least three years of experience in responsible charge of properties having not less than seven maintenance and operations employees.
1. Experience with public housing. 2. Good interpersonal communication skills. 3. Working knowledge of Lead based Paint Abatement processes. 4. Good conflict resolution skills. 5. Excellent administrative, organizational and writing skills. 6. Well versed in Oracle and Maximo / Work Order process. 7. Working knowledge of Microsoft Access, Word, and Excel. 8. Good interpersonal communication skills.
