The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Sustainability is responsible for conducting environmental reviews for DEP in accordance with all applicable City Environmental Quality Review (CEQR) and State Environmental Quality Review (SEQR) regulations. In addition, this office provides technical assistance to other City agencies especially in the areas of air and noise quality and hazardous materials. The office also provides technical assistance for the preservation of natural resources (wetlands remediation and development of natural landscaping plans) and conducts long range planning (population/employment, consumption and demand/flow) for the agency. Additionally, the Bureau also conducts strategic planning to help ensure appropriate forecasting, trend analysis, regulatory review, scientific modeling, and research.

The Bureau of Sustainability seeks to hire a Research Scientist for the Hazardous Materials section located in Queens, New York. Under direction, with wide latitude for the exercise of independent judgment and initiative, the selected candidate will perform the following tasks: Assist in the investigations of Superfund sites related to geochemistry, hydrogeology, chemistry, biological sciences, ecology, engineering or related field of study. Assist in design/review of sampling plans, review and interpret complex technical data, manage databases, and help with the review of complex technical reports. The candidate must become knowledgeable of Safe Work Plans, Safe Entry Plans, HAZ-MAT and have an understanding of and comply with all Bureau Environmental Health and Safety (EHS) laws and regulations. Additionally, the selected candidate will assist in cost estimating, invoice review, contract and consultant management. Responsibilities will also include working with internal DEP technical and operating Bureaus, and other City Agencies to arrange for the support necessary to complete the requirements of CERCLA. The position also requires representing DEP with City, State, and Federal agencies, local elected officials and the community as needed. The candidate must be able to demonstrate critical thinking skills and effective independent data analysis and should be able to work in a cooperative team environment. The position requires excellent communication skills, ability to meet deadlines, ability to be flexible in assignment of work responsibilities. The ideal candidate will have some experience in conducting tasks related to Remedial Investigations or Feasibility Studies necessary to meet the requirements of Federal and state environmental regulations. Experience/knowledge in CERCLA, GIS, JMP and/or Modeling is highly desirable. The candidate should be proficient in Microsoft Office Suit. The ideal candidate will have experience with the CERCLA process with at least three years of professional experience in environmental investigation and remediation and/or project management. A valid OSHA 40-hour HAZWOPER certification is preferred. This position will be part of a highly dynamic team working on a range of complex tasks simultaneously.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
