The Center for Innovation through Data Intelligence (CIDI) is a research/policy center located in the Office of the Deputy Mayor for Health and Human Services. CIDI was founded to use and incorporate inter-agency data to enhance the efficiency and effectiveness of the delivery of health and human services to individuals, families, and children. CIDI works with partner agencies to conduct inter-agency research and provide analytical support to identify and address areas of service need in the City. CIDI collaborates with the Health and Human Service (HHS) agencies: Administration for Children's Services (ACS), the Department of Homeless Services (DHS), the Department for the Aging (DFTA), the Department of Health and Mental Hygiene (DOHMH), and the Human Resources Administration (HRA), as well as other City agencies to promote policy change that will lead to improved services to the people of the City. The vision of CIDI is to make data come alive to inspire change.

CIDI is recruiting for one (1) Administrative Staff Analyst M III to function as a Research Director.

The Research Director will:

- Manage work expectations and areas of responsibility for CIDI staff as well as timelines and workflow;
providing support to CIDI staff as needed.

- Provide direct regular supervision to CIDI staff.

- Supervise CIDI research and evaluation projects

- Oversee and manage budgets from external funding sources and liaise with Mayor’s Fund on
expenditures and procurement.

- Collaborate with internal and external partners to identify valuable research projects that will
support citywide policy change with the aims of improving the quality of services as well as to
improve the effectiveness of NYC government.

- Prepare written documents, including grant proposals, IRB proposals, grant reports, and
presentations.

- Manage CIDI’s IRB board, convening meetings when necessary for project approval.

- Convene CIDI working groups specific to each CIDI project.

- Support Director in day-to-day operations of CIDI.

- Other duties or tasks may be assigned on an as-needed basis


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

- Strong quantitative and problem-solving skills - Strong organizational skills - Significant experience working with large data sets and proficiency with statistical software such as SAS, R, SQL, Python. - Supervisory experience. - Experience with Institutional Review Board policies and processes. - Experience designing research studies that examine causal inference and/or prediction questions. - Interest and capacity to stay up to date on latest technical tools and best practices in social policy. - Outstanding written and oral communication skills ability to distill complex material into actionable recommendations. - Strong interpersonal and communication skills, including the ability to work well and communicate with a variety of audiences (agency officials, elected officials, funders, etc.). - Familiarity and experience with policy issues in the area of health and human services. - Knowledge of city government and human services delivery in New York City. - Ability to work under stringent deadlines and handle simultaneous assignments.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
