The Division of Business Services (DBS) is dedicated to helping NYC businesses start, operate and expand in New York City while leading systemic change to improve the regulatory environment for businesses. The Division is guided by principles of equity, diversity, and inclusion.
Job Description:
NYC BEST (Business Express Service Team) is a dedicated team who educate and advocate for entrepreneurs as they launch and operate their store front businesses across the five boroughs. Through their knowledge of city agency rules and regulations, the team helps small business owners navigate licenses and permits as well as avoid and reduce fines and violations
Roles and Responsibilities:
The Regulatory Liaison for NYC BEST will work closely with regulatory agencies to understand policies and regulations and be the primary partner agency contact for NYC BEST. They will also be required to understand City and State policies and regulations to provide guidance to small business owners. Regulatory Liaisons will train in specific agency processes to support NYC BEST’s training and serve as a direct connection between NYC BEST and the regulatory agency. They will support both SBS and the agency partner’s mission to the city. Specific responsibilities include:
Regulatory Support
- Support training of NYC BEST staff with rules and regulations
- Specialize in specific city agency processes, rules and regulations
- Coordinate with relevant City agencies and departments to address client inquiries, resolve issues, and facilitate service delivery.
- Serve as a primary point of contact between NYC BEST and partner agencies to support efficient communication and collaboration with small business owners
- Facilitate cross-agency collaboration to address operational challenges faced by businesses navigating regulatory processes.
- Travel to various agency locations through the five boroughs
- Ensure NYC BEST staff receive up-to-date agency specific, regulatory training
- Develop and maintain NYC BEST training material
- Maintain the team Standard Operating Procedure and other training materials
- Support training practices of NYC BEST staff including coordinating recurring agency rules and regulations
Performance Management
- Ensure Key Performance Indicators (KPIs) & program goals are met, and that data is correctly entered in SBS Customer Relationship Management (CRM) software
- Track performance metrics such as project milestones, business openings, and operational efficiencies.
- Track and report KPIs on a regular basis through Dashboards, reports and presentations
- Maintain accurate records of interactions, case updates and service outcomes in designated tracking systems
- Assist with initiatives, meetings, workshops and events to promote services and strengthen engagement with business community
Subject Matter Research & Program Improvement
- Research City and New York State regulations, permits, and licensing requirements to support project initiatives.
- Collaborate with internal teams and leadership on projects aimed at improving service delivery and regulatory processes.
- Identify all City requirements related to opening and operating businesses and coordinate projects that help streamline these processes.
Administrative Tasks
- Prepare reports and updates regarding client progress, issues identified, and outcomes achieved.
- Support special initiatives and cross-agency projects that advance economic development goals.
- Work with internal SBS teams and partner agencies to resolve issues affecting project progress
- Maintain accurate project records in designated systems including status updates, regulatory requirements, inspection activity, project timelines, and business outcomes.
- Participate in meetings, events, and interagency initiatives across the five boroughs.
Service Delivery
- Assist businesses in understanding City Policies, permits, and regulatory requirements related to opening and operating a business.
- Build and maintain strong relationships with business owners, industry professionals and government partners.
- Provide guidance to business owners on the sequence of steps and processes required to comply with regulatory requirements
- Conduct research on relevant City and New York State policies, codes and licensing requirements to support business inquiries.
- Support businesses by connecting them to appropriate resources, programs and services available through SBS and partner agencies.
- Participate in meetings, events, and interagency initiatives across the five boroughs and to be available for evening and weekend events

Qualification Requirements
1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent to "1" above.
Strong communication and interpersonal skills with the ability to engage diverse stakeholders. - Knowledge of New York City regulatory processes, permits, or business licensing preferred. - Experience working with business services, government programs, or community organizations. - Knowledge of business regulatory requirements and permitting processes - Strong research and data analysis skills - Ability to manage multiple cases, projects, and deadlines simultaneously. - Strong research, problem-solving, and organizational skills. - Proficiency in data tracking tools, CRM systems, and Microsoft Office or similar platforms. - Additional language capacity. Preferred fluency or working knowledge of, Arabic, Urdu, Bengali, Russian, Korean, Polish, Haitian Creole, or French.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
