About the Office:
The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor and First Deputy Mayor on criminal justice policy and is the Mayor’s representative to the courts, district attorneys, defenders, and state criminal justice agencies, among others. The office designs, deploys, and evaluates citywide strategies to drive down crime, reduce unnecessary arrests and incarceration, and improve the system’s fairness. MOCJ works with law enforcement and city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build the strong neighborhoods that ensure enduring safety. To ensure effective results, the office draws on various disciplines, such as behavioral economics to “nudge” conduct and machine learning to develop reliable predictive analytics.
The Mayor's Office of Special Enforcement (OSE) is an important branch of the Mayor’s Office of Criminal Justice (MOCJ). OSE is an innovative, solutions-oriented task force that ensures NYC communities are safe from harmful illegal and unregulated industries that one agency and one set of enforcement tools alone can't address. Our multi-agency enforcement team devises strategic solutions ranging from public education to enforcement action to complex problems.
Job Description:
This position will be assigned to work at The Mayor's Office of Special Enforcement (OSE) under the technical direction of MOCJ’s Chief Technology Officer. OSE, housed within the Mayor’s Office of Criminal Justice, is responsible for coordinating enforcement efforts across City agencies to address complex quality of life issues, including illegal conversions of residential buildings into hotels, adult use and illegal massage locations, and emerging issues. OSE ensures that these enforcement efforts (including inspections, litigation, outreach, and education) are leveraged across all five boroughs to address dangerous conditions at properties that require a coordinated multi-agency response. OSE staff members include fire prevention inspectors, building inspectors, investigators, deputy sheriffs, and attorneys.
OSE was also designated as the administrating agency for the City’s Short-Term Rental Registration Law (Local Law No. 18 of 2022)(“the Registration Law”), which will go into effect in 2023, and both requires short-term rental hosts to register with the City and prohibits on-line booking service platforms from processing unregistered transactions.
OSE seeks to hire an experienced, talented, and highly motivated individual to serve as the Registration System Manager . The Registration System Manager oversees the technical functions and requirements of OSE’s new Registration Law program.
The Registration System Manager will perform work independently as well as part of a team with both internal business and external technical partners. The candidate must possess strong interpersonal and communication skills to collaborate effectively with others in the software development, data, and IT environment. As a member of OSE, the Registration System Manager will work in a collaborative team, led by the Executive Director, and reporting to the Deputy Director. The Registration System Manager will also oversee OSE’s technical team and vendor regarding the rollout and maintenance of the technology for the registration system. Job responsibilities include, but are not limited to:
Project Oversight:
Work with external vendors and OTI agency partners during software development lifecycle to oversee registration system design; participate in meetings with solution delivery vendors, stakeholders, and OTI counterparts; assist in managing systems Integrator and security, quality control vendor engagements, including participating in the creation of RFPs, review/selection of vendors, etc.; support other OTI members of project team(s) in their understanding of OSE business needs, requirements, deliverables and appropriate processes/methodologies for OSE; approve the project approach, resource requirements, team roles and responsibilities, and project schedule; vet estimates and assumptions for the project schedule, effort, and oversee project creation, risk mitigation, and communication plan development; approve project charter and scope statements, weekly status reports, risk and issues logs, and other project deliverables; oversee projects throughout the entire software development lifecycle, including product testing and implementation, providing direction for project teams and monitoring the progress of deliverables and tasks, i.e. the project schedule; plan, track, communicate with, and drive infrastructure solution builds.
CRM System Oversight
- Oversee ongoing vendor maintenance and administration of two key Registration CRMSs, Microsoft Dynamics and Salesforce.com.
- In collaboration with the related systems integrator, assume fundamental administrative functions for both systems.
Data Engineering and Oversight
- Coordinate all data work activities including the identification, inventorying, and classification of OSE registration data.
- Support applications utilizing Dynamics CRM and SQL server technologies; manage the data quality program in a “hands on fashion” in consultation with OSE research team and data engineer(s); execute specific data quality program tasks and technical activities; assist with the development of data quality metrics that identify gaps and ensure compliance with standards across the organization; work with business users and IT partners to remediate identified gaps using both manual and automated solutions; recommend processes to continuously monitor data quality and ensure processes are in place to proactively detect, correct, and prevent invalid data values.
- Work within the underlying architecture for all software-related projects assigned; effect the installation, configuration, and maintain of the SQL server database application, including required patches and updates; serve as technical adviser to management and provide programming perspective on requirements; provide database administration to SQL server databases running on Microsoft Windows Server; manage database security and user permission and privileges in accordance with application and database requirements; develop and maintain database objects; maintain database lifecycle management processes detailed by OSE’s specifications and provide impact information on proposed changes; ensure that project team members are adhering to the published and/or shared OTI PMO methodologies, templates, and development standards.
Only candidates who have at least one of the following will be considered:
- Data Science: At least two (2) years of satisfactory, full-time experience in cleaning, analyzing, modeling, predicting, and visualization of data from a variety of sources (SQL and No-SQL databases, files, geospatial formats, open data) using methods such as machine learning, deep learning, reinforcement learning, supervised and unsupervised learning, time-series analysis, genetic algorithms, and/or clustering and dimensionality reduction. The experience should include, but is not limited to using tools such as Python (numpy, scipy, pandas, scikit-learn, matplotlib, keras), R, Hadoop, Spark and Tensorflow.
- Municipal Information Technology Experience: At least two (2) years of satisfactory, full-time Information Technology experience working within a municipal government in a similar position, which provides services for a city with over 1 million in population.
- Professional CRM Certification: A valid professional certification in one or more Customer Relationship Management (CRM) tools (e.g., Oracle Siebel, Microsoft Dynamics, Oracle CRM, Salesforce).
1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
- Experience administrating Microsoft Dynamics CRM Online and/or Salesforce CRM. - Experience working with data using some combination of: SQL- (MS-SQL Server, Oracle and/or Postgres). - Experience automating data pipelines using: Visual Studio, SSIS, SQL and Python scripts’ - Experience with NYC Open Data. - Experience with SSRS Reports Development and Power Apps. - Experience with Azure DevOps. - Experience with Unit testing and Integration testing. - Experience creating technical and user documentation. - Strong communication, analysis, and problem-solving skills ability to work independently in a fast-paced environment.
